On Monday, Commissioner Batts and the Mayor held a press conference at Police Headquarters to update members of the media and the community on the investigation. Video of that press conference is available at the following links: Part 1: https:/www.youtube,com/wateh? veKeVqlIn8Z9cdlist=PLAwGIPX8qcDWUPss W£4JOSIEKMGxErAbX &index=9 Part 2: hitps://www.youtube,com/watch?v=91P7XLE9-hO, At the press conference, Commissioner Batts urged the media not to rush to judgment and to report the facts as they are. Here is a timeline of what we know so far: Hour/Minute [Seconds | Event 08:39 | 12 Officers are working in an area with a history of drug dealing and violence The suspect is seen at North Ave. and Mount St. The officers approach and the suspect flees on foot. The reason for the approach remains part of the E.LT. investigation. 08:40 | 12 The suspect is taken into custody by officers in the 1700 block of Pressbury St 08:42 | 52 The arresting officers request a Prisoner Transport Wagon, 08:54 | 02 The Prisoner Transport Wagon departs from Mount St. and Baker St. after stopping to place additional restraints on the suspect. Video evidence indicates the suspect is conscious and speaking at this time. 09:24 | 32 Units request paramedics to the Westem District to transport the suspect to an area hospital The status of our investigation is as follows: a multi-discipline Task Force led by our Force Investigation ‘Team, assisted by the Professional Development and Training Academy, Homicide Section, and Crime Lab continue to work to determine exactly what transpired last week. The investigation is complex and has already unveiled policy and procedural deficiencies. We are moving to address these concerns with new policies and new training - including in-custody transport procedures and procedures to follow when individuals in-custody require medical attention. Commissioner Batts also met with the officers involved in the incident. He assured them and now we want to assure you: we will follow the facts wherever they take us. The facts, not emotion, will determine the outcome in this case. Additionally, the U.S. Department of Justice announced yesterday that it would be conducting an investigation in coordination with the FBI into the events that occurred leading up to the death of Mr. Gray. The FBI will be gathering information to determine whether any prosecutable civil rights violation occurred. We welcome this review and will cooperate fully. ‘As you may have seen, individuals have gathered at the Western District each of the last several days to publicly voice their concerns about this situation. Additional demonstrations are scheduled for today. We have deployed resources to ensure peaceful demonstrations, and have been encouraged that the demonstrations have indeed been peaceful so far. We are fully dedicated to allowing citizens to exercise their right to express their frustration, anger and concern. We will ensure that we remain transparent without compromising the investigation. Our plan is to be finished with the investigation by next Friday when we will turn our findings over to the States Attorney? 5 Office for review. We will not jump to conclusions. We will remain transparent with you and the ‘community. We will continue to update you as developments occur. This is a difficult time for everyone involved. Our focus continues to be serving the citizens of our city as we work to keep Baltimore safe. Thank you.
