AUTHORITY

AUTHORITY
O The right in the position and hence

the right in the person occupying the


position to exercise discretion in
making decisions affecting others
and the performance of individuals
and others.

LINE AUTHORITY
O A managers right to tell

subordinates what to do and then


see that they do it.

STAFF AUTHORITY
O A staff specialists right to give

advice to a superior.

O Personal Staff these individuals

assigned to a specific manager to


provide needed staff services.
O Specialized Staff those individuals

providing needed staff services for


the whole organization.

ROLE OF STAFF PERSONNEL


O 1. The Advisory or

Counseling Role
O 2. The Service Role
O 3. The Control Role

FUNCTIONAL AUTHORITY
O A specialists right to oversee lower

level personnel involved in that


specialty, regardless of where the
personnel are in the organization.

CHARACTERISTICS
O Functional authority is given to a manager to

perform a specific function.


O The manager may be a line manager or a
staff manager. But mostly functional authority
is given to a staff manager.
O It is not limited to a particular department. It
may even cover the full organisation.
O It is an additional authority. It is given to a
manager in addition to his normal (line or
staff) authority.
O It is removed when the work is completed.

PURPOSE OF COMMITTEES

O Every management

committee/board should provide


leadership to the organisation by:
O A. Setting the strategic direction to

guide and direct the activities of


the organisation;
O B. Ensuring the effective
management of the organisation
and its activities; and
O C. Monitoring the activities of the
organisation to ensure they are in
keeping with the founding
principles, objects and values

OAd hoc committee one

created for a short term


purpose and have a limited
life.
OStanding committee it is a

relatively permanent
committee that deals with
issues on an ongoing basis.
