In soft handover, UE will make multiple radio links with cells in active set.

In R99
case, UE will send and receive data on all radio links. UE will send and receive
signaling over SRB with all cells. RNC will send same data to UE from all active cells
ad UE will combine data from all cells using max ratio combination.
Therefore, In DT we observe only one message on DL of every kind such as
measurement control message which contain either combination of neighbors of all
cells or neighbor of only best cell depending on switch setting.
