CALL FOR CONSULTANTS: PROJECT EVALUATOR


The Child-Centered Community-based Climate Change Adaptation (CC-CBA) is
a consortium project of Plan International and Save the Children in partnership
with the Institute for Sustainable Futures and support of Australias Department
of Foreign Affairs and Trade. The 3-year project implemented in 40 barangays in
Aurora, Northern Samar, Eastern Samar and Southern Leyte aims to: (1)
increase resilience of children, youth and their communities to climate change
impacts; and (2) strengthen evidence base for Philippine child-centered
community based adaptation to inform policy and practice.
The CC-CBA project invites in-country Consultants to submit proposals for the
end-of-project evaluation. Interested consultant(s) shall meet the following
minimum requirements and competencies:

At least masters degree in Public Policy, Development Economics,


Planning, Social Science, Environment related studies or any other
relevant university degree; experience on climate change adaptation
projects in the Philippines would be an advantage;

Track record on conducting M&E and end of project evaluation;


experience on using knowledge, attitude and practices framework is an
advantage;

Familiarity with child development NGOs and development work;

At least 10 years of experience in working with international


organizations and donors;

Demonstrates openness to change and ability to manage complexities;

Demonstrates ability of analytical work and excellent report writing;

Proactive and able to work with minimal supervision and high degree of
initiative, reliability, flexibility, motivation, and resourcefulness;

Flexible to make ad-hoc changes as and when the need arises; ability to
perform under stress; willingness to keep flexible working hours;

Excellent communication skills and fluency in English; knowledge on


local languages (Filipino, Ilocano, Waray and/or Bisaya) an advantage.
Interested consultants should submit their letter of intent, curriculum vitae, at
most 2 pages of proposed general work plan and budget to carry out the
evaluation (including and not limited to admin and logistical costs) in sealed
envelopes on or before 02 September 2015 to:
