Utilitarian action would be Togob keeps running the business without the legal paper
and break the law. Even though he can pay his employee, in the end of the day, he
will have a lot of troubles that not only harms the business and himself but also his
employees and he cannot pay his employee if that happens.
The Deontological action would be Togob pays the legal paper then run the business
in order to give his 30 employees a mean to make a living for their family. Togob can
borrow the money from the bank if he does not have money himself to pay the legal
paper.
Teleological action would be that Togob can also stop the textile business and break
the norm by not paying his employees while he still break the law by not paying his
employees.
