TERMS

OF REFERENCE

FOR

THE

DEVELOPMENT

OF A FINANCIAL

MANAGEMENT SYSTEM

1. Introduction
SAFA Vhembe is committed to develop and implement an effective and efficient
financial management system that will enable the association to attain its objectives as
set in its Constitution. It is further committed to ensuring that resources of the
association are prudently managed to ensure that fruitless and wasteful expenditures
are avoided, yet providing the best possible resources to its employees and the
Regional Executive Committee (REC).
2. Purpose
The purpose of this terms of reference is to contract a Service Provider that will perform
the following activities:
2.1.

Design, develop and install an electronic Financial Management System that


will be used to record and report the financial affairs of SAFA Vhembe
Region.

2.2.

Train users of the system on the usage of the system

2.3.

Provide mentorship on the usage of the system for at least one year from the
date of the contract

2.4.

Resolve any system problems during the period of the contract.

2.5.

Provide system back up on a monthly basis for the period of at least 12


months.

3. Uses
3.1.1.

The system should be able to perform the following:

Capture the annual budget of the association

3.1.3.

Allow users to adjust the budget during the particular financial year.

3.1.4.

Record any income received

3.1.5.

Record any expense paid

3.1.6.

Provide Year to date financial records of the association

3.1.7.

Provide monthly, quarterly and annual financial reports i.e. Income


statements and balance sheets
