DESIGN AND INVESTIGATIONS STANDARD


Chapter 1: DESIGN SPECIFICATIONS (Issue 5.2.04)

1.1

PROJECT SCOPE

1.1.1

The scope of the work is the design, construction, fiannce, maintenance and operation of the
Concession Scheme (cs A) Motorway PATHE, section Maliakos to Klidi (I/C Rachi I/C Klidi).

1.1.2

The Artery includes any kind of other Roadworks (perpendicular roads, e.t.c.). and other relevant
works for Public Utility Organisations (P.U.O) I Public Enterprises and Organisations (P.E.O)
(drainage of water work, GOT, PPC, water ducts etc).

1.1.3

It is the Public Service's intention to achieve a system of works fulfilling all safety and proper
operation requirements.

1.1.4

The system of works shall be planned and designed to achieve the above targets and additionally:

To be aesthetically perfect

To be enrolled in the natural and manmade environment in the best possible way

To achieve a proper level of service with minimizing the adverse effects

The planning I design of the system of works and the construction methods to cause the least
possible disturbances.

Everywhere there is reference to Main Concession Project (MCP) for the case that the Contract
mentions Concession Project (CP) with similar meaning.

1.2

D.I.S SCOPE (Issue 12.2.04)

1.2.1

The scope of the D.I.S is to describe and specify to the Tenderers and furthermore to the
Concessionaire the requirements of the Greek State which concern:

1.1.2

a.

The structural (general and specific) characteristics of the Project.

b.

The operational characteristics of the Project.

c.

The project safety and its behavour under usual and unusual conditions, external influences
and/or uses.

d.

The safety of the Project users.

e.

The safety of the individuals and transportation means which travel and will travel within the
Project area.

f.

The standards, methods, planning and design criteria of the Project [which shall be followed
by the Tenderers and the Concessionaire]

g.

The data of the file of Final/Implementation Designs, which will be performed and submitted
by the Concessionaire.

h.

The complementary investigations, which will be carried out by the Concessionaire

All requirements of the Greek State are mentioned as "minimum requirements, unless the opposite is
specifically stated, which the Contractor is obliged to keep without any deviation and any change of
lump sum price, according to the conditions mentioned in the Tender documents namely:

The draft of Concession Contract
The Special Conditions of Contract (S.C.C.)

The fulfillment of the minimum requirements and in general of the requirements of the D.I.S. is
absolutely obligatory for the Tenderers and mainly for the Concessionaire.
Thus, the application of the conditions of the D.I.S., and the rest of the conditions of tendering is
considered by the Concessionaire as the only and exclusive Basis, upon which the latter has
supported his entire Bid, even if deficiencies, obscurities or/and errors have been included in its
preparation, regardless whether they have been detected or not by the Greek State.

1.2.4

In case reference in the D.I.S. is made to:


The way for the payment of different works considering also the applicable tendering
system (with rate units or with the design-construction system with lump sum price)
Obligations or/and expenses or/and compensations or/and drawing up of designs to be
included or not in rate units of pricelist,
Works included in service works or paid with the prices of service works
Works included in the Contractors price list and paid according to the rate units of it
Works included or not in the prices and payments
Works paid with Regulation Protocol of Unit Rates for New Works

Works measured or/and paid particularly


Other works of relevant content and importance

Must not be taken into consideration because this D.I.S., as it is mentioned above, concerns only the
minimum technical requirements for the issues of paragraph 1.2.1, while matters concerning fees and
obligations are ruled by other predominated documents.
1.2.5.

It is also clarified that regardless those written in D.I.S.:

The meaning of Service refers to the supervision of independent Engineer, Service, any Consultant
of EYDE/OAP and also any Consultant of European Commission.
All quality controls (of types B, C, D and E) during the construction period are chargeable to the
Contractor and they are included in lump sum price and without any limitation as concerns their
number and size.
Wherever there is reference in works /expenses /compensations /designs/investigations/tests to be
included (converted or not) in the price list or/and they are paid with the rate units of price list or/and
they are included in the price list of the offer, the tenderers are obliged to consider that the cost of
all these works/expenses/compensations/designs/investigations/tests are included in lump sum
price of their offer.
Wherever there is reference for works/ expenses /compensations /designs/investigations/tests to be
classified in the category of service works or/and they are paid with the rate unit of the price list of
service works or/and they are included (converted or not) in the rate units of price list, or/and they
shall be paid with Regulation Protocol of Unit Rates for New Works or/and they shall be paid
particularly, the tenderers are obliged to consider that the cost of all these
works/expenses/compensations/designs/investigations/tests is included in the lump sum price of
their offer.
1.2.6

Normally the requirements, which are imposed by the D.I.S. are stated without being justified.
Any explanations or/and justifications, which are included within reports, studies, investigations, which
may be found by the concerned, do not have contractual force.
It is clarified that the Greek State is not bound about the correctness or completness or consequence
of the above reports/studies/investigations, which have clearly only consulting/suggestive character.
Thus Tenderers are fully responsible for any adoption or interpretation they may make about these
reports/studies/investigations.

1.3

OBLIGATIONS OF THE BIDDERS AND THE CONTRACTOR (Issue 282.96)

1.3.1

Attention is drawn to the terms outlined below:

1.3.1.1 Every Bidder solely by the submission of his Proposal(s)/Bid(s) accepts that all the terms which are
included in the present D.I.S. are acceptable, consistent and leads to a safe and operative project for
its entire lifetime and constitutes the basis of his Proposal/Bid (Technical, Financial e.t.c.). He also
undertakes the responsibility to apply these terms in the Final Design and consequently in the
construction, maintenance and operation of the Project
1.3.1.2 In cases where the terms of the present D.I.S. indicate clearly that the Bidders may make their own
choices and proposals (e.g. the program of additional geotechnical investigations (clause 4), the
Bidder shall again satisfy the restriction and/or the imposed requirement in the way they are specified
in the respective clauses and terms. In those cases the Bidders offers are binding for them.
1.3.1.3 Every Bidder having undertaken the above obligation (para. 1.3.1.1 and 1.3.1.2) is the solely and
completely responsible for the application of the D.I.S. terms and only by submitting his bid declares
that he undertakes every risk and/or consequence derived from the application of the abovementioned terms.
Every Bidder is entitled to propose alternative solutions deviating from the D.I.S. terms only for the
following:
a.

Materials to be used.

b.

Calculation methods, in the cases where the methods are imposed.

c.

Methods of testing/trial the materials and/or the construction.

1.3.1.4 For any of the above cases the Bidders shall have in mind that the Project Owner reserves the right
to adopt or reject any proposal.
1.3.1.5

The right of the Bidders, which is provided by the condition of para. 1.3.1.3. is valid until the day of
Tendering. This right is removed if the Bidder does not use it until the day of Tendering the latest,
viz. including any proposal in his bid.

1.3.1.6

The use of the right, which is provided by para. 1.3.1.3 also stands under the condition that the
Contractor together with his Bid shall submit a specific declaration clarifying the following:
a.

Whether his proposal constitutes a prerequisite for his overall bid.

b.

or whether his proposal reflects a simple preference, viz. he is willing to apply the D.I.S. and
the existing Planning without additional compensation. in the case that his proposal will be
rejected.

c.

or whether he has included in his economic / financial /operational proposal the alternative
terms for the cases: a) of acceptance of his proposal by the Project Owner or b) its rejection.
Proposals not including this declaration shall be considered as never been done.
In cases of such proposal(s) concerning variations/diversions from the conditions of the D.I.S

the bidder(s) is (are) obliged to support in detail his (their)' proposal(s) by submitting a
complete substantiation.

1.4

LIMITS OF WORK (Issue 5.2.04)

1.4.1

The limits of the Project are defined according to the drawings of the design, as they have been
approved by the Service and relevant details are given to the Tender Terms (S.C.C) and concern the
Basic Designing for New Sections and also the Existing Sections in relation with the interventions for
the united operation of MCP.

MAINTAINING TRAFFIC DURING CONSTRUCTION

1.5.1

TYPES OF TRAFFIC- - DEFINITIONS

1.5.1.1

The existing traffic being eventually affected either directly or indirectly by the construction works
shall be maintained.

1.5.1.2

Maintenance of traffic is of great importance for both the through traffic and the remaining traffic
(local and trips of greater length), which influences the ordinary life in the project vicinity.

1.5.1.3

For the purposes of the present subchapter the term traffic implies the traffic of all kinds of
roadway vehicles (passenger, private cars, taxis, semi-trucks and pickups, light trucks, recreation
vehicles, rural and urban buses e.t.c.) and motorcycles (1) local and through, the traffic of railroad
trains and pedestrian traffic.

1.5.1.4

The term maintenance in the present chapter has the ordinary meaning both for the maintenance
of safe conditions for the traffic and the attenuation of conditions for its continuous operation even
by means of suitable deviations or other temporary works.

1.5.1.5

Paragraphs 1.5.5 and 1.5.6 apply in areas having a developed roadway network and/or urban
development in addition to the terms given in paragraphs 1.5.2 and 1.5.3 which apply for classifying
works into categories and the bases for conducting the designs of detour roads.

1.5.2

WORK CATEGORIES IN RELATION TO TRAFFIC MAINTENANCE

1.5.2.1

The existing roads and the other transportation works (e.g. Railroad lines) are classified, for the
needs of the present D.I.S subchapter, depending on their traffic significance, in the following
categories:

CATEGORY 1 (Works of very high significance)


CATEGORY 2 (Works of high significance)
CATEGORY 3 (Works of average significance)
CATEGORY 4 (Works of low significance)

1.5.2.2

The classification into one of the above categories determines certain requirements, relative to the
performance of works which affect the traffic maintenance, and also they define the eventual
possibility of short-term or long term interruptions and the conditions under which such interruptions
may be effected.

1.5.2.3

If no specific reference is made in the special terms of tender (S.C.C. e.t.c), the following
classification in categories shall apply:

Works of CATEGORY 1: This category includes the rural national roads [However see
exception in para (2) below] and the urban roads functionaily classified as arterials and
higher, as well as the R/R lines being in operation.

(2)

Works of CATEGORY 2: This category includes the rural district roads and the urban roads
functionally classified as collectors.

Wherever reference for vehicles is made in other locations in the text they include motorcycles.

Existing national roads of old type, having geometric characteristics corresponding to a


design speed Vc <= 60 Km/h, are classified in the present work categories.
(3)

Works of CATEGORY 3: This category includes the rural municipal and significant local roads
and the significant urban access/local roads (serving significant needs of the local traffic).

(4)

Works of CATEGORY 4: This category includes the local rural roads of minor significance
and the minor significance urban local/access roads.

1.5.2.4 PEDESTRIAN WAYS works


(1)

The sidewalks/pedestrian ways and the existing elementary accesses in non-urban areas
serving pedestrians, are classified in a separate work category.
The same category includes also accesses to adjacent properties on non-abandoned or
closed buildings of any kind and to properties without buildings, in which, however, there are
some activities requiring the insurance of direct access possibility.
The above works (similarly to the classification made for works serving vehicles) are
classified in a separate category called PEDESTRIAN WAYS Works".

(2)

In the case where the installations - existing activities of adjacent property impose to provide the
possibility of direct vehicular access to them, then these access works are contractually classified into
works of CATEGORY 3.

1.5.3

REQUIREMENTS FOR MAINTAINING TRAFFIC FOR THE VARIOUS WORK CATEGORIES


For each one of the above work categories the following requirements for maintaining traffic shall
apply, whereas for the urban areas the requirements set in paras 1.5.5 and 1.5.6 shall jointly apply.

1.5.3.1

Works of CATEGORY 1
(1)

For this category of roadworks no traffic interruption, even for a few minutes, shall be allowed.
According to the above requirement, wherever there is a need to make transverse sections in
a trafficked pavement, these shall be done by means of appropriate technology (e.g.
underground installation of ducts by tunnelling technology) and immediate cover of the trench
through precast bearing elements made of concrete and/or steel structures, construction of
ducts through systems being covered by patented privilages (without opening installation
trenches) e.t.c.
Exceptionally, and following the approval of the Service, it might be possible in extremely
difficult cases to effect interruption of extremely limited duration (e.g. of the order of half an
hour), following an announcement to be made through the Public Information Media to an
extent satisfying the Service. Such interruptions shall not have the possibility to be applied
more than once or twice at most on each affected work of this category during the
construction of the works.

(2)

For roads having two or more lanes serving the specific traffic direction, it might be possible
to perform the works during non-peak traffic hours (e.g. work during night and/or in periods
outside peak) with restriction of the number of traffic lanes, under the condition that no traffic
difficulties beyond normal will be created, and with the mandatory requirement to make

complete signage and even lighting of the works, if necessary, to the satisfaction of the
Service.
(3)

If it is not possible to comply with the above requirements, temporary detour works to serve
the traffic shall be constructed as follows:
I.

In cases of rural roads the requirements of suitable geometric arrangement (See


relative Table 1 - 1.5) shall apply in addition to the requirements for serving the traffic
volume.

II.

In cases of urban roads the criteria of serving the traffic volume shall govern,
whereas the existing restrictions that may restrict the characteristics of the required
geometric arrangement shall be taken into account. In this case special attention
shall be given to the signing-signalisation works.

(4)

The detour roads shall be provided with complete signage, with information and other signs,
which shall cover the main alternative routes substituting the interrupted road in the greater
vicinity of the works.

(5)

The construction of works under concurrent railroad traffic shall always be done under the
supervision of the pertinent Railroad Organisation Service, in a way to ensure conditions of
absolute safety, to a degree satisfying the pertinent Services.
The expenses of all kinds of concerned works, including the supervision expenses are
included in the project execution cost.
The Contractor shall be responsible for conducting the designs, performing the works and
make all necessary correspondence and contacts with the concerned Railroad Organisation.
Under the condition that the relative designs will be approved by the pertinent Railroad
Organisation Services, project execution under concurrent railroad traffic may include:
I.

The use of special methods (being covered or not by patents) ensuring the
uninterrupted railroad traffic, possibly by imposing lower speeds to the trains.

II.

The temporary divergence of one railroad line (on which works will be performed) to
another railroad line on the same corridor, by constructing suitable switching
mechanisms on the railroad superstructure.

Ill.

The interruption for a few hours of a railroad line traffic, or even the total of the
railroad lines of the railroad lines of the railroad corridor; which may be made at a
suitable period outside peak (e.g. during night), as will be determined by the pertinent
Railroad Organisation Service.

If it is not possible to be oserved the above requirements, temporary bypass railway works
should be constructed having geometrical characteristics, the approved ones by the pertinent
Railroad Organisation Services
1.5.3.2 Works of CATEGORY 2:
For this category of works it will be possible to interrupt vehicular traffic for a period (s) of very short
duration (e.g. of the order of one to two hours) to be done outside the peak traffic hours, under the

condition that an announcement for the interruption shall be made through the Public Information
Media to a degree satisfying the Service.
In all other respects the requirements of paras 1.5.3.1 (1) through (4) above shall apply.
1.5.3.3 Works of CATEGORY 3 :

(1)

For this category of works it will be possible to interrupt vehicular traffic for a period(s) of
average duration (e.g. for a few hours duration which may end up to a few days duration for
difficult cases and provided that an investigation of the interruption shall be made in advance
by means of conducting study of the impacts on the area being served).

(2)

For the case of ensuring vehicular access to adjacent properties [See para 1.5.2.4 (2)], it will
be possible to allow few hour interruption to the access and during periods outside the
ordinary operation of the adjacent installation. Any vehicular access interruptions to adjacent
properties of larger duration may be made only after an agreement between the Contractor
and the landowner, and in such a case any eventual financial implications shall be borne by
the Contractor. The width and the loads that the vehicular access bridging to adjacent
properties could withold shall be proportional to the existing needs of each property (See also
para 1.5.6.6 below).

(3)

For any necessary vehicular traffic interruption along an existing roadway. for more than a
few hours duration, it shall be required, in every case, to ensure an alternative route through
detour road(s) to provide vehicular access to the isolated area. These detour roads shall be
provided in the immediate vicinity, which indicatively, shall not be further than 200 m from the
existing interrupted road.

(4)

The geometry of the detour roads may be restricted. However, in every case the geometry
shall be suitable to accommodate large vehicles. In rural areas, requirements of minimum
geometric characteristics shall apply however in urban areas the geometric characteristics
may be restricted taking into consideration the existing restrictions. The wearing surface shall
ensure good vehicular access even under rainy weather. If the interrupted road is paved by
asphaltic layer or by concrete, an asphaltic or equivalent pavement to the existing one shall
be constructed also in the detour road.

(5)

The detour roads shall be provided with complete signage with information and other signs.
The information sign shall cover all the main alternative routes substituting the interrupted
road.

1.5.3.4 Works of CATEGORY 4:


(1)

For this category of works it will be possible to interrupt vehicular traffic for prolonged periods,
which however shall be restricted to the minimum possible, by suitable programming of the
construction works.

(2)

For the cases of prolonged vehicular traffic interruption period along existing roadworks, the
construction of detour road(s) for vehicular access to the isolated area shall be necessary in

every case. These detour roads may be planned in the greater project vicinity, but in no case
they shall be placed at distances greater than 500 m from the existing interrupted road.
(3)

The geometry of the detour roads may be restricted (however being suitable to serve the
vehicles of the interrupted area) and the wearing surface shall ensure good vehicular access
even under rainy weather. If the interrupted road is paved by asphaltic layer or by concrete.
an asphaltic or equivalent pavement to the existing one shall be constructed also in the
detour road. However the construction of an elementary pavement is acceptable, being
constructed of mechanically stabilised base material layer (of S.T.S O155), provided that the
detour operation duration will not exceed one year.
For the cases of detour roads in rural roads the minimum geometric arrangement
characteristics shall apply. For the cases of detours in urban areas the existing restrictions
shall be taken into account, which may restrict the geometric arrangement characteristics.

(4)

Detour roads shall be provided with sufficient signing with information and other signs.

1.5.3.5 PEDESTRIAN WAYS works


(1)

For this category of works it will be possible to interrupt pedestrian traffic along an existing
sidewalk/pedestrian way, following the ensurance or suitable works of alternative routing
constructed in the immediate vicinity or the existing pedestrian route being interrupted.

(2)

For interruptions of pedestrian traffic


I.

of small duration in periods where significant pedestrian traffic is observed (e.g.


interruptions of the order of half an hour during the day) and

II.

of greater duration in periods where the pedestrian traffic is reduced (e.g.


interruptions of the order of a few hours during the night).

it is not necessary to construct works for alternative routing of the sidewalk

For pedestrian access to adjacent properties it will be possible to make interruption for a few
hours during the day, or preferrably during the night. Generally, suitable warning of the
concerned individuals shall be done by the Contractor and in special cases a direct
understanding between the Contractor and the concerned individuals shall be done at the
Contractors care and responsibility.

(4)

The width of bridgings to ensure pedestrian access to each adjacent property shall be
depending on the existing needs (See also para. 1.5.6.6 below).

BASIS OF DESIGN FOR DETOUR ROADS

1.5.4.1 All works and/or measures to maintain traffic shall be performed after conducting a pertinent design,
which shall cover both the traffic operation of the works in the greater project area for the specific
phase of construction, and the technical designs of the detour works that will be required.
1.5.4.2 The requirements of table 1-1.5 are hereby established as general principles for conducting the
designs of detour roads, for maintaining traffic during construction.

TRAFFIC REGULATION

1.5.5.1 The contractor shall perform complete plans for traffic diversion for the section c works being
constructed in an urban area and/or other areas having an existing developed roadway network,
which shall determine the main detour roads for public traffic and the main access roads to the project
sites and to the contractor site installations (Contractor Camps) for project vehicular traffic. These
plans shall include all required signage.
1.5.5.2 The targets of the measures for regulating vehicular traffic during project construction are:
1)

To divert through traffic (except mass transit traffic) away from the route of executed works
towards the main detour routings.

2)

To allow, as much as possible to the mass transit media (taxis. buses e.t.c.) to continue
using their existing routes.

3)

To allow the local traffic to have direct access to properties being immediately adjacent to
the project sites and the Contractor's Camps.

4)

To restrict circulation of the Project vehicles from and to the project site and the
Contractor's camps to predetermined routes.

The plan and profile geometric characteristics are applicable for detour roads being constructed in
rural areas. It is possible to implement reduced characteristics for urban areas. following the approval
of the Service, considering the existing restrictions.
Exceptionally at extremely difficult cases
An appropriate signing shall be provided during construction. subject to the approval by the Service
ensuring the necessary speed reduction and the operational guidance In the section ahead of the
scaffold,", abutments. Scaffoldings being Installed immediately adjacent to vehicular traffic shall be
protected against vehicle collision by means of protective guardrails having sufficient strength and
safety and a minimum bearing capacity of 7.5 kN/m. The protective guardrails shall prohibit the
contact of vehicles or of the guardrail itself with any part of the scaffolding.

1.5.5.3 The report covering the planning, methods and procedures for traffic diversion to be submitted by the
Contractor, shall include proposals for the dates between which the Contractor desires to divert also
the through traffic towards the main detour routes.
1.5.5.4 The Contractor shall plan, install at suitable locations approved by the Service, maintain as required
and remove when not needed, all traffic signs and other traffic control devices required to guide the
through traffic to the main detour routes. Sign supports shall be such as to hold the signs steadily in
place unaffected from wind and traffic produced vibration.
1.5.5.5 Whenever required by the Service, the Contractor shall cover with a removable semi-permanent
cover or shall remove and store any existing traffic sign or other control device not applicable during
the diversion of through traffic to the main detour routes. These signs and devices shall be restored to
their original position and condition at the time imposed by the project needs to be in force again.
1.5.6

MAINTAINING THE MASS TRANSIT MEANS ROUTES AND THE LOCAL TRAFFIC FOR
PROJECTS IN URBAN AREAS

1.5.6.1 Unless otherwise agreed or approved, in whole or in part, by the Service, the Contractor shall
maintain the routes for the mass transport means and the local traffic throughout the duration of the
Project construction. Whenever required, a temporary bridging for the traffic shall be constructed.
Should this is not possible due to difficulties and site of the required works, detour roads close to the
interrupted roads shall be constructed.
1.5.6.2 The contractor shall maintain the bus and taxi stops at their original locations, prior to the Project
construction, unless otherwise approved by the Service.
1.5.6.3 The reports to be submitted by the Contractor to the Service for the methods of traffic diversion shall
include proposals for the dates between which the contractor desires to divert the local traffic. The
Contractor shall submit at regular time intervals plans for the methods and construction on which the
following shall be shown in full details: selection of roads to be blocked; diversions of traffic at a local
level; proposals for one-way traffic control; rearrangement of existing mass transit routes; and the
relocation of bus and taxi stops. These proposals shall ensure that the disturbance on existing
accesses and routes will be reduced to the minimum.
1.5.6.4 If required the contractor shall make improvements, which will serve the diverted traffic to the roads
neighbouring the project sites and the Contractor's camps. The same also applies for the access
roads to the project sites and the Contractor's camps. These improvements mainly include the
widening, strengthening and/or reconstruction of the existing pavement, including the construction or
reconstruction of curbs and gutters, pavement markings and installation of traffic signs and traffic
control devices.
In case a reduction of the existing sidewalk width may result, the reconstruction of the existing
sidewalks shall be included. The requirements of paras 1.5.3 and 1.5.4 apply with regards to the
improvements and the construction of detour roads.
1.5.6.5 The access of vehicles to all properties or to a reasonable distance from them in the vicinity of the
project sites and the Contractor's camps shall be also maintained during the entire project
construction. The existing parking areas, if they are not absolutely required for the project
construction, shall be maintained to the maximum possible extent as close as possible to all shops or
warehouses where the delivery of receipt of merchandise requires the use of a vehicle. Suitably
paved crossings at least 2.5 m width, constituting part of the sidewalk system shall be provided
between the vehicle parking lots and the corresponding shops, so that the merchandise could be
carried by hands or a trailer. Suitable parking spaces, beyond those for merchandise parking, shall be
provided wherever possible, if the construction activities interfere, restrict or delete existing parking
spaces.

1.5.6.6 The direct pedestrian access to all private and public spaces located within the project construction
areas shall be maintained throughout the entire duration of their construction. Wherever the
construction of works interferes with existing sidewalks or existing pedestrian crossings the contractor
shall plan maintain and remove, when no more required, the protected pedestrian crossings of
appropriate construction, which he has installed through the project. Wherever the construction of
temporary pedestrian crossings is required to maintain access to properties e.t.c. or for maintaining
pedestrian traffic on routes where construction works interfere, such crossing shall be suitably paved
and shall have at least 2,5 m width. This width shall be increased wherever it is likely to have
increased number of pedestrians, or wherever other reasons such as bus and taxi stops on project
viewing at locations where such viewing is feasible, may cause greater concentration of people.
Wherever it is necessary, signs, markings, barriers or other security measures shall be provided to
ensure safety of pedestrians using the crossings.
1.5.6.7 Unless otherwise provided in the special terms of tender, the detour roads shall be constructed before
the beginning of construction and shall be maintained in a satisfactory condition, according to the
requirements of the Service, for as long as required, and shall be deleted (if they are not enrolled in a
permanent work- network) whenever their use is not needed.
1.5.6.8 The quality and material of construction for the traffic detour roads shall correspond to the traffic
category or categories served by the existing roads. The width of the diverting roads shall not be less
than the width of the existing roads unless otherwise provided in the tender documents. A relative
reference is made in paras 1.5.3 and 1.5.4 above.
1.5.6.9 The Contractor shall provide and install information signs, cones, barriers restrictive ropes, light
beacons, traffic signs and temporary traffic signals according to the approval and/or the instructions
and guidelines of the Service.
1.5.6.10 All traffic control appliances and mechanisms and the temporary traffic signal shall be maintained
clean and in a perfect operating condition. The information and traffic signs shall be maintained clean
and legible. All the above mechanisms, information signs, signs e.t.c. shall be installed at locations
required by the works construction and shall be immediately removed as soon as the necessity of
their presence no longer exists.
