Continuous Open Bidding Standing Rules

We, the women of UBC strive to promote Panhellenic-spirited contact with all
potential new members throughout the year. All member groups are expected
to display ethical behavior at all times. Ethical behavior entails adherence to
Panhellenic rules and bylaws, as well as NPC policies. Ethical conduct promotes
parity for all member groups through fair play. The goal of Continuous Open
Bidding is to allow member groups to have meaningful conversations with
potential new members and recruit women who will have a positive impact on
their chapters and the Panhellenic community. The focus of membership
recruitment should be on the values of each organization.
I.

Statement of Adherence to NPC Unanimous Agreements


1. All NPC member organizations represented at UBC believe in strictly
adhering to NPC Unanimous Agreements and policies. All groups will
follow these valued and non-negotiable policies during the recruitment
process.
2. Alcohol is not permitted at membership recruitment activities.
3. Men shall not participate in membership recruitment activities.
4. The penalties for recruitment infractions shall be the ones recommended
in the NPC Unanimous Agreements.

Regarding

Membership

1. All members, including alumnae and new members, are responsible for
understanding and observing the Membership Recruitment Rules, UBC
Panhellenic Constitution and Bylaws, and the UBC Panhellenic Code of
Ethics.
2. It is the responsibility of the NPC member groups to ensure that they
release potential new members during the Continuous Open Bidding
(COB) Open House from their parties at the appropriate time.
III.

Statement of No Frills Recruitment


1. No themes or skits are permitted during Continuous Open Bidding (COB)
Open House.

2. Refreshments provided for potential new members by individual chapters


during the Continuous Open Bidding (COB) Open House are limited to
non-alcoholic beverages. No food is permitted.
3. Decorations for all Continuous Open Bidding (COB) Open House events
are to be kept in the individual NPC member group rooms and patios.
Decorations may be displayed on the chapter room door or hung in
chapter room windows.
4. NPC member group Continuous Open Bidding (COB) Open House
expenditures shall not exceed $100, including donated values.

1. Any potential new member who signs a Bid Agreement and receives a
bid at the end of membership recruitment shall be bound by the
agreement until the next Formal Recruitment period, while a student at
UBC.
V.

Statement of Adherence to Membership Recruitment Policies


related to potential new members
1. A potential new member must be a full time undergraduate student at
UBC (Vancouver Campus) to be eligible to participate in Continuous Open
Recruitment.
2. A potential new member shall not be, nor ever have been, an initiated
member of an NPC member group.
3. A potential new member who has been a new member of an NPC
member group at UBC since the preceding Formal Recruitment is
ineligible for membership recruitment.

VI.

Statement of Values-Based Recruitment


1. No NPC member group member shall buy, loan, share, exchange or
promise anything to or for a potential new member in exchange for a bid
e.g. meals, clothes, entry during Continuous Open Bidding (COB), or
vice versa.
2. During Continuous Open Bidding (COB), no NPC member group member
can single out, or pressure a PNM exclusively, with the promise or
exchange of anything (e.g. meals, clothes, entry) under the conditions
that the PNM will intentionally single preference that group during
Continuous Open Bidding (COB).

3. There will be no promising of bids directly or indirectly during Continuous


Open Bidding (COB).
4. No NPC member group member may tell a potential new member that
she would will be a good member of her chapter or state in any way that
she thinks the potential new member belongs in a particular chapter
during Continuous Open Bidding (COB).
5. All NPC member group members are expected to avoid disparaging
remarks about any fraternity or college woman in accordance with NPC
Unanimous Agreement IV.
