Abstract In the paperaccident-causing element consisted of human errorprocess equipmentoil and gas hazardmanagement error and environmental hazardwas studied systematically On the one handaccident-causing evaluation framework for offshore drilling platform was proposed based on the wide investigation about the accidents
of offshore platform happened at home and abroad on the other handthe evaluation indexescomsisted of five
main partsincluding human errorprocess equipmentoil and gas hazardmanagement error and environmental
hazardand the other 24 secondary evaluation indexeswere presented in the evaluation framework Whats more
the weights of all the evaluation indexes were calculated with the help of analysis hierarchy process and Matlab software In additionthe evaluation framework and indexes were applied to an offshore drilling platform in serviceit
was found that the jack-up was in critical state and inclined to safety state This paper presents a new methodsfor
risk evaluation and control of offshore drilling platform in China
