Dear Brgy. Chairwoman Fernandez:
The undersigned as you probably knew is a member of the Bantay Bayan Foundation,
Inc., an NGO in our barangay that usually serves as assistant peacekeeper, assisting the police
authorities as well as the barangay officials in the maintenance of peace and order.
Yesterday afternoon, December 16, 2004, in order to be of effective assistance to our
foundation, I caused to put a sidecar to my newly purchased motorcycle to be used as aid for our
work in Bantay Bayan Foundation, Inc. Yesterday, after the sidecar was fitted, I was asked by
our Association Adviser, ANTONIO DEL SOCORRO to transport him at the vicinity of Delos
Santos Medical Center and after talking with somebody, he asked me to transport him to Agno
Street, I left him there. I chose to return to our base via Quezon Avenue to make a right turn to
Araneta Avenue. But at the corner of Araneta Avenue, I was apprehended by the monitoring
officer a certain Mr. JOMAR VILLANDA and with other BSDO personnel, I was asked to
exhibit my license and I exhibited my O.R. for my drivers license but this monitoring officer, it
seems, failed to comprehend my explanation and instead, I was brought to City Hall impounding
area and issued me an Administrative Citation Ticket bearing No. 484549 dated December 16,
2004. I explained the fact that I am a member of the said Foundation and I even mentioned the
name of our Chairman, TEOFILO M. PAGUL. It seems the monitoring officer is not interested
in listening to my explanation and instead issued me an Administrative Citation Ticket. This
morning, I brought the matter to the attention of our Chairman.
I wish to reiterate that the sidecar is just intended for the use of our association for the
meantime and this explanation as attested by our Chairman, TEOFILO M. PAGUL, is intended
to explain the issue and seek recovery and/or repossession of the unit.
