Comprehensive Agrarian Reform
The redistribution of public and private
agricultural lands to farmers and farm
workers who are landless, irrespective of
tenurial arrangement

Who are entitled for land redistribution:


agricultural lessees and share tenant
regular farmworkers
seasonal farmworkers
other farmworkers
actual tillers or occupants of public lands
collectives or cooperatives of the above beneficiaries
others directly working on the land

Land Coverage
All alienable and disposable lands of the public
domain devoted to orsuitable for agriculture
All lands of the public domain in excess of the
specific limits as determined by the congress
All other lands owned by the Government devoted to
or suitable foragriculture
All private lands devoted to or suitable for agriculture
regardless of theagricultural products raised or that
can be raised thereon.

History
Spanish Time

The process of distribution of lands was done in the form of rewards to the
peasants because of their loyalty and faithful service to the Spanish Crown.

American Time

The church lands were subdivided as a measure of land reform and these
land were sold to the farmers to resolve the peasant unrest.

Macapagal Administration
Land Reform Code Passed in 1963 R.A. No. 3844

Marcos Administration
In 1972 President Marcos decree declaring the whole country as a land
reform area. Tenants were allowed to own through amortization five (5)
hectares of land covering lands planted with rice and/or corn.

Aquino Administration
Implementation of Land Reform program. Signed Executive Order No.
229 (Providing the Mechanism for the Implementation of the
Comprehensive Agrarian Reform Program R.A. No. 6657)

The LTI component seeks to secure the tenurial status of the farmers and
