A COMMITMENT TO OUR COMMUNITY
To provide clean, reliable power at the lowest possible cost, Old Dominion Electric Cooperative
(ODEC)is building Wildcat Point, a natural gas power plantin Cecil County, Maryland. Wildcat Point
will be one of the cleanest natural gas facilities of its size in Maryland, generating approximately
1,000 megawatts, which is enough to power 390,000 homes in the region annually. Construction
began in late 2014 and remains underway with the plant expected to become fully operational in
the Spring of 2017. Our Wildcat Point team is committed to environmental compliance. We strive
for this goal because we know that its in the best interests of our workers and our neighbors in Cecil
County,
The site of the Wildcat Point Generation Facility (WPGF) contains naturally occurring asbestos (NOA).
The NOA is found in the serpentine rock outcrops. This is not unique as the surrounding area has,
deposits of NOA and has been farmed and quarried for years. ODEC was aware of the NOA and
implemented a plan to monitor the perimeter of the site prior to breaking ground and during
construction, Additionally, White Oak Power Constructors, LLC (WOPQ), the contractor building
\WPGEF, and Transco, the gas supplier, haveimplemented acomprehensiveplan toabate the
potential for exposure. Those plans include:
* ODEC and WOPC both have hired asbestos consultants that have many years of experience
working on other siteswith NOA, including Fairfax County, VA, which contains
approximately 11 square miles of NOA. These consultants monitor the area around the
‘excavation of rock, monitor the employees conducting the work and monitor the perimeter
of the site to anticipate, recognize, evaluate, and control for fiber release.
‘+ WOPCand Transco aretaking a very conservative approach and treat all rock excavation
areas as NOA until testing proves otherwise. Their plans call for proactively protecting
‘employees until an exposure assessment assures that protection is not required. To ensure
asbestos doesn't leave the excavation site, water is sprayed on the rock during excavation.
The water spray keeps any NOA within the excavation site. Temporary spoil stockpiles that
have the potential to contain NOA are segregated and controlled
'* ODEC and WOPC have takenall necessary steps required by federal and state regulations to
protect both our employees and the public. To date, the monitoring has shown that the
plans are working, and we have not had any instances of NOA leaving the site.
