The findings included:
"The November 20, 2033, inspection revealed that PTP had engaged in 'construction activities at the Property... in that... PTP had completed clearing, grading, and/or excavation of Pine View Estates Phases I, II, and III and provided graded lots connected to sewer, water, and dry utility services to modular homeowners. (page 4-5)
"Sometime prior to EPA's inspection, PTP had completed clearing, grading, and/or excavation of Pine View Estates Phase IV, and had provided graded lots connected to sewer, water, and dry utility services to modular homeowners." (page 5)
