Acting Western Nevada Agency Superintendent Curtis Millsap wrote a memo dated 7/11/06 to Regional Director of Trust Services Brian Bowker regarding allegations made against Pine View Estates by the Washoe Tribe.
At the end of page 1, Mr. Millsap wrote, "We also visited the Pine View development, met with the lessee/developer, and reviewed all the plans, designs, engineering, and maps for the development. the developer provided information and documentation substantiating the fact that all water and sewer systems were planned, engineered, and inspected by Region 9 EPA. The lessee performs the mandated water and sewer tests as required by EPA and as of this date, EPA has not registered any concerns."
Earlier in the letter, Mr. Millsap wrote, "[T[his Agency did not arbitrarily consider and approve a business lease without acquiring pertinent information and data in order to develop a residential subdvision. Agency staff did a lot of research and had discussions with the Western Regional Office Real Estate Service staff, and the Phoenix Field Solicitor's Office prior to approving the Pine View Lease agreement."
