Developer PTP's engineering firm, Lumos & Associates, conducted an initial study, checklist, and memorandum on the development which became Pine View Estates.

James Roberts checked, "I feel the proposed project MAY have a significant effect on the environment and an environmental impact statement is required." (page 5)
On page 6, Mr. Roberts typed, "It is my opinion that if the land use plan shown in the side plan is the preferred alternative, because of the number of potentially significant and unmitigated impacts, a full Environmental Impact Statement should be prepared for the project. IF the project were to be modified to reflect the design suggestions recommended above, it may be possible to mitigate potential impacts to insignificance. The result would be that it is likely that 'Finding of No significant impacts' could be made and an EIS not required."
