Order and the law in Muslim Mindanao

In the Article written by G. Carter Bentley, as he laid down his observations and
research about the order and the law in mindanao, he posed a question that is
evidently still a recurring problem in Mindanao. According to Bentley, what
significance law can have for social order if favoured members of the Datu
stratum can violate it at will, if indeed a major portion of their mystique depends
on their propensity to do so. How can rules not be observed and remain sacred?
How can a text represent the law of the land but be floured by those who
enforce it? How can compliance be a virtue, but defiance a sign of leadership?
