MEMORANDUM OF UNDERSTANDING (MoU) BETWEEN ALL PAKISTAN WAPDA HYDRO ELECTRIC WORKERS UNION (CBA) AND. SAVING LINEMEN SOCIETY (Registered) - INSTITUTE OF LINEMEN SAFETY ‘The MoU is made on this day of September 9 (Wednesday), 2015 between the General Secretary All Pakistan WAPDA ‘Hydro Electsic Workers Union (CBA) and Chairman Saving Linemen Society — President Institute of Linemen Safety. Its purpose is to ensure effective coordination and cooperation between two organizations in relation to work for improvement of occupational health and safety culture in Power Sector of Pakistan, which is responsible for more than 200 fatalities and permanent disabilities of linemen and other technical staff that is resulting in huge losses and inefficiency in the sector and causes enormous pain to the families of victims, these accidents have also demoralizing effects on their colleagues. Two organizations have fully agreed to establish extraordinary working relation in leveraging each other's strengths to transform the existing reactive safety cultuse to robust and proactive safety culture with commitment to zero tolerance policies on any accident in future, to save the power sector and the families from sufferings in relation to the existing poor safety and quality culture due to absence of required management systems. Following activities are agreed to be done to mitigate the losses with the financial and administrative assistance from the government, donor agencies and generation, transmission and distribution companies in the Power Sector of Pakistan. 1. Performing safety audits for doing gap analysis to find the loop holes in safety management systems in the companies of Power Sector. 2. Design, develop and manage the new effective safety management systems in accordance with contemporary health and safety knowledge and mules and regulations, also in conformity according Intemational Labor Organization (ILO) conventions. 3. Perform the research and development on occupational health and safety in the power sector including its impact con the performance of the linemen and workers and dissipate the data and information to all stake holders. 4. Develop new safe working procedures for management, supervisors, linemen and workers to replace and amend the outdated procedures, which are not serving any purpose to make the linemen and the technical staff safe and productive human resource in Power Sector. 5. Pesform the investigation of near misses, dangerous occurrences and accidents in professional way to reach the root causes and work for removal of these causes from the safety management systems to ensure the non- ‘occurrence of such incidents in future. 6. Develop new and update existing training centers, training courses and run Train the Trainer (LOT) programs to make the training and development effective for power sector officers, technical and non-technical stafé. 7. Procure and maintain purpose built transport, like bucket mounted trucks and mechanical lifters to make linemen. and workers capable to perform their duties safely with quality workmanship, which will result in reliable power system, reduced losses, reduced transformers damages and equipment and improved customer service. 8. Procure and develop the celiable and quality tools and personal protective equipment (PPE) for safety of the linemen and workers. 9. Utilization of the sufficient resources and have an all-out effort to develop the Preventive Occupational Health and Safety Culture to remove the accidents from power sector for improving the Safety and Quality management and ensure decent work environment in serving the nation in better ways. 10.
