The law that interested me was the Energy Efficiency Improvement Act of 2015.
This law was
created to promote energy and water efficiency for any installing, implementing, or operating that would save some energy and water and cost less compared to the current cost of installing, implementing, or operating. It asks for the Administrator of General Services to use and publish model commercial leasing provisions to encourage owners and tenants to use the cost effective energy and water efficiency measures in commercial buildings, to develop policies and practices to implement the cost effective energy and water efficiency measures for realty services provided by the Administrator to federal agencies. The Administrator, along with the Secretary of Energy, would also make available model commercial leasing provisions to State, county and municipal governments in managing owned and leased building space, with the goal of encouraging investment in all cost effective energy and water efficiency measures. This law amended the Energy Independence and Security Act of 2007 to improve energy efficiency in commercial buildings and to really encourage the public to partake in the new cost effective energy and water efficiency measures. Next, the Administrator of the Environmental Protection Agency developed a voluntary program within the Energy Star program to promote energy efficiency in separate spaces. The Secretary of Energy will collect data on buildings that are known to use significant amounts of energy, conduct a survey, and make the data available for the public to see. For cost effective water efficiency specifically, it is an electric resistance water heater with an activation lock provided by the manufacturer that will provide no greater than 50% first hour delivery of hot water certified by the manufacturer. It will be unlawful for anyone to use the grid-enabled water heater as an electric thermal storage or demand response program and to remove or sell illegally. The Department of Energy have to study which practice policy meets the best results and report on the impact of the state and local performance efficiency policies in commercial and multifamily buildings and programs and systems in which utilities provide information regarding an entire buildings energy consumption and usage information to the owners. They have to have a database on energy-related information on commercial and multifamily buildings and to report the progress within two years. This law was introduced by Robert Rob Portman, a Republican and Junior Senator from Ohio. It was reported by the House Committee on Energy and Commerce on February 24, 2015. The Committee consisted of 31 Republicans and 23 Democrats. It was passed by the Senate on March 27, 2015, and there is no record of vote because the vote was done vocally. It was passed by the House on April 21, 2015, and there is also no record of vote because the vote was also done vocally. The President signed this law on April 30, 2015.
