The International Justice Mission (IJM) is a human rights agency that works on behalf of those

victimized by slavery, sexual exploitation, and violent oppression. Through lawyers, investigators, and
aftercare professionals, IJM works with local officials to ensure that victims are rescued and given care
as quickly as possible and that the perpetrators are prosecuted in a timely manner through local public
justice systems. The four main goals of IJM are victim relief, perpetrator accountability, victim
aftercare, and structural transformation. IJM is primarily concerned with removing victims from the
abuses being committed and to work with state and local authorities to punish perpetrators. This
increases the fear associated with committing abuses, discouraging potential perpetrators through
tangible punishments. IJM’s aftercare staff works intimately with local aftercare partners to ensure that
victims are equipped with the skills required to respond to the emotional and physical needs of abuse
and to help them reintegrate with the community. The ultimate goal of IJM is to prevent further abuse
from being perpetrated by strengthening both communities and local justice systems. To accomplish
this, IJM oversees individual abuse cases, from investigation to prosecution, deterring corruption and
determining where resources are lacking. IJM was founded in 1997 by Gary Haugen, a lawyer in the
United States Department of Justice, to address the need for restraints against oppressors. The United
Nations’ Investigator in Charge after the Rwandan genocide, Gary Haugen personally witnessed the
inspiring efforts of humanitarian and missions organizations in bringing health care, food, and vital
services to those in need, but he also recognized that these efforts do little to prevent further
oppression. A group of lawyers, human rights professionals, and public officials thus began an
exhaustive study of injustices witnessed by missionary, relief, and development workers overseas.
Surveying over 65 organizations that represented 40,000 workers, the investigation continuously
brought to the surface abuses of power committed by police and other authorities and inspired the
formation of IJM. Spiteri Builders is dedicated not only to helping those in need, but also to creating a
