Statement from Virginia Beach Deputy City Manager Dave Hansen

Dr. Bergano is voluntarily moving from his Witchduck Road office.

The city is not forcing him to move.


Dr. Bergano had a month-to-month lease when the city acquired the property a
year ago.
The city has offered him a 5-year lease extension.
Dr. Bergano has known he was not being required to move since August 2015.

The city has accommodated Dr. Bergano and promptly addressed his concerns.

Several parking spots have been marked for his offices exclusive use.
Inmates are occasionally but rarely brought to the new Human Services
offices located in the adjacent building. They are brought through a separate
entrance. The city will schedule those rare visits when Dr. Berganos office is
closed.

The city has offered to pay Dr. Bergano for the time he spent looking for a new
office.

The city has already paid $2,500 to compensate the real estate broker that Dr.
Bergano engaged to search for a new office.
The city has further offered to compensate Dr. Bergano or his wife for their
personal time expended in the search, as well as any other contractual expenses
that were undertaken. No such expenses have been disclosed to the city.

The city bought and improved this old building so we can offer essential services
to Virginia Beach residents closer to where they live.

We bought the building a year ago in September 2014.


The building was in very bad shape.
We have upgraded electrical and plumbing systems, landscaping and more.
It is part of a conscious effort to improve Human Services for our citizens.
