HIGH SALVINGTON RESIDENTS ASSOCIATION RULES

1. The Association is known as High Salvington Residents Association. The objectives of the Association are:a) To advance and protect the interests of all resident members, especially in regard to any proposed
development plans for the area which are considered detrimental to the ambiance and environmentally
adverse to the High Salvington area.
b) To promote the provision and improvement of local amenities.
2. Membership shall be open to all residents living in High Salvington.
3. The affairs of the Association shall be managed by a Management Committee consisting of; three Officers being the
Chairman, Honorary Secretary and Honorary Treasurer and five committee members with specific responsibilities
for: Environmental and Planning Liaison, Emergency Services Liaison, Newsletter Editor /Membership Secretary,
Newsletter Editor/Membership Secretary Assistant, Events and Activities Co-ordinator. Each committee member
must be a fully paid up member of the High Salvington Residents Association.
4. The Management Committee shall have power to co-opt additional non-voting members for a specific purpose and
for a specific period of time.
5. The Management Committee shall be non-political and non-sectarian.
6. The Management Committee will meet at quarterly intervals. Dates of committee meetings and the AGM will be
agreed at the quarterly meeting in October. Prior notice of all General Meetings shall be given at least fourteen days
before the proposed date of such a meeting. However, should the date of a preset general meeting need to be
changed the Chairman will inform the committee members as soon as possible and take into account the highest
number of Officers and members able to attend. A quorum of the Management Committee shall consist of four
members, to include the Chairman and the Honorary Secretary. A quorum of the Committee may instigate additional
meetings.
7. Decisions taken by the Management Committee in managing the affairs of the Association shall be determined by
majority vote by a show of hands or, if considered necessary, by ballot.
8. Local and County Councillors shall be invited to become ex-officio and non-voting members of the Management
Committee.
9. All officers and members of the Management Committee shall retire after two years becoming eligible for re-election
or election to another office at the Annual General Meeting (AGM).
10. The Environmental and Planning Liaison (EPL) committee member shall be required to comply with the
Following procedures:
a) To review all planning applications relating to High Salvington.
b) If a resident member contacts the EPL, or another committee member, about a planning application the EPL
and one other committee member shall visit that member to discuss the application on site.
c) Whenever the EPL determines that action is required, either with or without a request by a resident
member, the EPL shall report to the committee. Any decision taken by the Management Committee to
challenge a planning application must be decided on by a majority vote of those members present at the
meeting and the wording of such a challenge must reflect that majority decision. Should the Planning
Authoritys deadline occur between the quarterly HSRA meeting dates the Chairman shall call for a vote by
email.

11. Should the inappropriate conduct or lack of commitment or conflict of interest of any committee member have a
detrimental effect on the work of the Management Committee and/or bring into question the integrity of the
Committee or be contrary to the Objectives of the Association then by a majority decision of the Officers and
Members of the Management Committee that member shall take no further part in the Management Committees
proceedings and will be deemed to have resigned from the Management Committee immediately after the majoritys
decision. The decision of those Committee members in such matters shall be final.
12. The Annual General Meeting shall be held on or before 20th May when elections as per Rule 9 shall be conducted.
All nominations for office must be presented to the Honorary Secretary at least 14 days before the AGM. In the
absence of written nominations, nominations will be accepted from the floor.
13. A Special General Meeting may be called at the discretion of the Management Committee or by any six members
who shall give notice in writing to the Honorary Secretary stating its purpose at least 21 days before such a
proposed meeting.
14. Accounts shall be kept of all monies received and expended and no liabilities shall be incurred except by permission
of the Management Committee. An account shall be maintained at a Bank as agreed by the Management
Committee, either the Treasurer or Chair shall be signatories.
15. An annual audit shall be made by two non-committee members who shall be elected at the AGM.
16. The annual subscription for membership of the Association will be 1.00 per household (or as determined at the
Annual General Meeting) payable on or soon after 1st April each year. A Spring and Autumn Newsletter will be
delivered to all those households for which the annual subscription has been paid. Newsletters can be sent to those
who were previously residents of High Salvington and have made a request to the Newsletter Editor or Chairman.
Payment will be required in advance, equivalent to the current membership fee, plus postage.
17. The income and property of the Association shall be applied solely to the objects as defined in these Rules, and in
the event of the dissolution of the Association any remaining funds shall be donated to such charities as decided by
the Management Committee.
18. No alteration or addition to these rules shall be made except at the Annual General Meeting. All notices of suggested

alterations to these Rules (except those proposed by the Management Committee) must be sent to the Hon.
Secretary, in writing, at least 21 days in advance of the AGM.
