    ISSUE
    UniversityofIllinoisChancellorPhyllisWiseresignedafewdayspriortothediscoveryof
    emailsdiscussinguniversityagendaonherprivateemailaccount.Administratorsatthe
    UniversityofIllinoisarecurrentlyunderinvestigation.ThisisaproblemforUIUCbecausethe
    publicuniversitymustfullycomplywithFOIArequestsbydisclosingrequestedcommunication
    betweenuniversityemployees,whichWisedidnotdo.Theemailssentontheadministrators
    privateemailaccountswerefoundtocontainmessagesregardingplanstoopenanewmedical
    school,thedecisiontoterminateajoboffertoprofessorStevenSalaitaandtheemploymentofa
    felon,JamesKilgore.

    policyregardingtheuseofprivateemailservers.

    Theuniversityneedstokeepthepublicinformedofanydevelopmentsintheissueandrelease
    anyfurtherinformationthatisfound.
    STRENGTHS

    Theuniversityhasearnedareputationasaworldclassleaderinresearch,teachingandpublic
    engagement.Wiseisnolongerworkingattheuniversity.
    WEAKNESSES
    Theuniversityisalreadyreceivingattentionforafewcontroversies,suchasallegationsof
    mistreatmentbyathletes.Largenewsoutletshavecoveredtheseissues.Inaddition,the
    regulationoftheemailcommunicationbytheuniversitywillremainhardtoenforce.
