INTRODUCTION
The Constitution of 1812 establishes for the first time that there are
schools in all of the monarchy. Councils had practice but families
already took some important decisions on public instruction.
In 1836 with the Plan of public instruction, the responsible for
everything to do with the school were the Mayor, an alderman, the
pastor and three parents.
With Moyano Law in 1857, public instruction was form by a Governor,
a provincial Deputy, a counselor, a person of statistics, a member of
the Council, a Professor, an inspector, a church and two or more
parents.
With the second Republic, a change is made, the Decree on June 9 in
1931 were created provincial and local councils, expressly recognizes
the right of parents to participate in school life. In addition, women
joined in education and the Church is removed.
With the dictatorship was re-establishing the above. Directed by
politicians, mayors and Church. Law-General of education from 1970,
recognizes, in several articles, the parents right to participate in the
education of their children, but fails to develop in practice.
In democracy appears the LOE (2006), a section is dedicated to the
social and educational role of the APAS, however they are not too
much consider.
AMPAS-DEFINITION
An AMPA, formerly called APA is a partnership, nonprofit, formed by
mothers and fathers of students from a non-University Educational
Center, whose purpose is the participate and intervene in the

management of the Centre, in order to improve education and


achieve a climate of cohabitation in the same.
RIGHTS
The AMPA, must have various rights. Have a local, use the Center and
their media (also for extraordinary activities), nominations for school
councils, participation in the PEC (educational project of the Center),
participate in assessments, designate a representative...
In addition, the AMPAS have some documents and books themselves,
which are very important since they reflect the management,
participants, goals...
FUNCTIONS
In addition, some functions are fulfilled
President: it represents the AMPA
Vice President: replacing the President.
Secretary: responsible for the documentation
Treasurer: responsible for the accounts and budget
Vocals: decide jointly the efforts and actions of the AMPA.

PRINCIPLES OR HALLMARKS OF A CURRENTLY AMPA


The AMPA are the most suitable vehicle for collective participation of fathers
and mothers of students
To inform and educate families on educational issues related to their sons
and daughters.
To collaborate in the realization of complementary and/or extracurricular
activities planning

center.

To defend and promote the rights of children and girls globally and to the
educational fact.
SERVICES AND GUIDELINES TO INCORPORATE NEW FATHERS AND
MOTHERS TO PARTICIPATORY TASKS
1. Information sessions to guide parents, let them know about the
organizational structure and the functioning of the Centre and the AMPA
regime.
2. Organization of supplementary and extra-curricular activities that develop
the concept of integral education.
PARTICIPATION OF THE AMPA IN THE ACTIVITY AND MANAGEMENT
OF THE CENTRE.
The participation of mothers and fathers (individual) or through the AMPA is
made, mainly through organ called the School Council.
WHAT DOES SCHOOL COUNCIL MEAN? Is a collegiate body of
Government with participation of the different members of the educational
community of the Centre. Its the maximum responsibility for the operation
of the school institution. The Constitution of the School Council is mandatory
in all centers sustained with public funds.
OPERATION OF THE SCHOOL COUNCIL.
The School Council shall meet, at least once in the trimester when the
Director of the Centre call it or when it is asked for at least one-third of its
members. The attendance at the sessions of the School Council is
mandatory for all members. For ordinary meetings the Director will send the
agenda of the meeting and the documentation that its going to be
discussed.

DOCUMENTS OF THE ESSENTIAL CENTRE FOR THE AMPA


WHAT DOES PEC MEAN?

It is the document that contains the principles of educational philosophy:


objectives, priorities and guidelines. It must express the identity of the
Centre. The PEC should be: exclusive to the Centre, operating, flexible,
progressive, collegial, consensual, can, may and public.
WHO IT PRODUCES? It shall be prepared under the coordination of the
management team with the participation of the educational community.
WHAT LIFE HAS IT? You don't have a limited validity although is convenient a
periodic review.

ANUAL GENERAL PORGRAMMING.


It is a project, something virtual. It can be real when we reach to develop it
and achieving the lines, programmes an agreement that we have proposed.
When we have to elaborate an Annual General Programming, the
Management Equipment and the cloister have the importance, because
their ideas are very recognised and appreciated. But AMPA and the students
must to participate in the programme of AGPs construction. For these
reasons the Annual General Programming will be useful and complete.
CHARACTERISTICS:

Include the planification of all the academic activities are expected for
this school year.

The School Council has to approve and discussing it.

The Management equipment of the centre has to elaborate it at the


beginning of the School year.

It is a public document and has to be available for all the Educational


Community.

ANNUAL MEMORY.
We have to use the external and internal conclusions for doing the memory
of the AGP.
The memory will be elaborate by the Management equipment and approved
by the School Council.

ORGANIZATION AND OPERATION RULES.


Schools have autonomy for setting up their own rules.
The cohabitations rules are not external for the centre because they have
been elaborated by the Educational Community. These rules are approbated
by the School Council.

SUPPLEMENTARY ACTIVITIES.
These activities can be in school hours or not (cultural tours, talks,
workshops ) as support and development within the curriculum. The AMPA
can participate and collaborate. And these activities are obligatory.

EXTRACURRICULAR ACTIVITIES.
These activities have to be out the school hours and they are voluntary for
the students and teachers. They are organized by the AMPA and can be free
or not.

SUPPORT ACTIVITIES.

Competitions.

School sports.

Theatre.

Excursions and coexistences.

Lecture activities.

Culture week

Escolar newspaper.

PARENTS PARTICIPATION AT SCHOOL.


Parents can participate in the School Council thanks the AMPA.
Parents role is to say something positive for improving the school life and
for that reason their children can be happy in the School and enjoying the
classes.

AMPA is regulated by Ley Orgnica 1/2002 of March 2002.

STATUTES MODEL OF AMPAS


CHAPTER I.NAME, GOALS AND RANGE.
Article 1. Stablish the correct way to name the Association and the laws it
is fixed to.
Article 2. Explains the aims of the Association such as:
1. Assist the parents in everything that concerns about their
childrens education.
2. Promote the participation of the parents in the centres
management.
3. Collaborate in the elaboration or modifying of the Regalement
Intern Regime.
4. Develop family educational programmes for parents.
5. Contribute to the running of the centres services.
Article 5. Directive Council will be the manager to interpret the contents in
the statutes and correct its mistakes or lacks according with the legislation.

CHAPTER II.DIRECTIVE BODIES AND WAY OF ADMINISTRATION.


Article 6. Direction and administration will be practise by the President,
Directive Council and General Meeting.
Article 7.Directive Council functions: programme and direct the social
activities and administrative/economic management and make the General
Meeting approve the budgets.
Article 11. Directive Council celebrates its sessions each times President
say it by own initiative or other components.
Article 13.Functions of the Directive Council President:
a) Convene and end the sessions, direct the deals
b) Suggest the activities plan
c) Tidy the pays.
Article 14. The Secretary recibes the ingress requests, and direct the
administrative works.
Article 15. The treasurer directs the accountability and manage the counts
of the deposits and the social expenses. Collects the money. Formulates the
annual budget of deposits.

CHAPTER III. GENERAL MEETING. LA ASAMBLEA GENERAL


Article 17. General Meeting is the supreme body of the Association and will
meet when Directive Council say it. It must be convocated one Ordinary
session each year in the first three months of school to pass the General
Plan of action of the Association.

18. G.M will meet when Extraordinary when dispositions

require it or Directive Council agree to.


Article 21. Agreements of the Ordinary G.M. will be passed by simple
majority. Extraordinary G.M it will be necessary the favour vote of two of
three parts.

CHAPTER IV PARTNERS, THEY RIGHTS AND OBLIGATIONS


Article 22. Could be members of the Association majority age people
whose kids are in the school and be passed by the D.C.
Article 23. They will have to require it to the President, the D.C must know
it and G.M will pass it.
Article 25. Members rights:
a) Participate in the activities and social acts that Association
organises
b) Practise their right of voice and vote in G.Ms
C) Be noun as member of D.C
d) Have an example of the statutes and knowledge of the agreements
adopted by the directive bodies.
Article 26.Members obligations:
a) Pay the entry and periodic fees
b) Perform the obligations of each position that they have.
c) Achieve the rules.

27. They could be penalised by the D.C. (cancellation of their

rights in a months or the expulsion)


CHAPTER V ABOUT ECONOMIC SYSTEM
Article28. Association doesnt have patrimony and the limit budget is 6.010
euros.
Article 30. The administration of the Association counts will be public to the
members knowledge of it.
