PROPOSED PROJECT: PACIFIC STONEMAN VILLA - 700 NORTH STONEMAN ‘AVENUE - F2M8-24 “The PEO Home or ‘Marguerite Gardens" closed in July 2018. The project once provided housing and services for seniors. The current site is 130,000 square feet. The developer is proposing to divide the project into 4 lots and bulld a total 79 for sale condominiums. Each lot will have its own architectural style. The architect forthe project will be presenting the project for City Councis consideration and comment. PUBLIC HEARINGS. 4 CONSIDERATION OF ADOPTION OF AN ORDINANCE MODIFYING AND ENHANCING REGULATIONS RELATING TO LANDSCAPING CITYWIDE ~ F2m14- 142, N2M15-129, 0218-4682, This isthe time and place set by Notice No. N2M15-129, for the Alhambra City Council to hold puble hearing duly continued ffom the November 23, 2015 City Council meeting, to consider adoption of an ordinance regulating front yard landscaping and adopting the Model Water Eifcient Landscape Ordinance required by State Law, as Grafted and approved by the State Water Resources Control Board. On Apil 1, 2015, Governor Brown approved Executive Order 8-20-15, dectaring a continued drough! state fof emergency and required the State Water Resources Control Board to impose Festrctions thal. shall achieve a statenide 25% reduction in potable urban water suppers to Calfomia cities and towns to reduce usage as compared to the amount Used in 2013. The Board was also ordered to update the State Model Water Efficient Landscape Ordinance (MWELO). On July 15, 2015, the State Water Resources Board ‘adopted the new updated MWWELO. By December 1, the City is required to either adopt the MWELO or drafts own ordinance which must be at least as effective in conserving water as the MWELO. In addition to implementing the State's MWELO, the proposed Ordinance will also emove and consolidate some existing code sections that address landscaping into a ew Chapter 23.48, The proposed ordinance requies no less than 50% ofthe front yard or parkway landscaping consist of drought tolerant landscaping, a maximum of 25% percent could be dedicated to the non-decoraive hardscape elements, which would Include the driveway and walkway, and the maximum remaining amount of 25% could be used fer decorative permeable hardscapes, which could include stepping stones, pavers, stones, decomposed granite, mulch and fountains. It further discourages the Use of loose decorative stone and thomy plant materials in the parkway and requires property owners to maintain their landscaping. (On November 23, 2016, the City Council reviewed the proposed ordinance and expressed concern with allowing artificial tut in parkways and requested staf to return vith addtional information on the impacts of alowing artificial tur inthe parfavays and its effect on street trees, Staff consulted West Coast Arborists (WA), the City’s contracted {ree service company, and requested input on potential impacts of artficial turf on parkway trees. According to WCA, there ite information yet available onthe impacts; however, Installation requirements for the compaction af the base and the potential head gonerated by artifical turf may have a negative impact on the trees around which i is installed. Based on this concer, staf is recommending that arificialturt be prohibited in all parkways, Furthermore, staf has included a requirement that no artificial tur may be instaled within @ Soot diameter of the base of any landscape tree, s0 as to preserve ur urban forest Recommencled Action: After receiving public input, the Mayor should close the public hearing and the City Council should direct the City Attomey to introduce and give firet reading by tile only, waiving further reading, tothe flowing ordinance entitled Ordinance No. 02615-4682: An Ordinance of the City Councl of the City of Alhambra, Calfomia, modiying and enhancing regulations felating to Landscaping by repealing Chapters 9.70, 1526 and 23.48, ‘and Section "22.52.020.15 of tha. Recommended Action: After receiving public input, the Mayor should close the pubic hearing and the City Counel should direct the Cty Attomey to introduce and give reading by tie only, waiving futher reading t the folowing urgency ordinance entitled Ordinance No, 0215-4683: An Urgency Ordinance ofthe City Counci ‘of the City of Alhambra, Califomia, extending a moratorium on the ‘ssuance of any permi, ioense, approval, or entitement pertaining to new ‘massage establishments or the expansion of existing massage estabishments for a period of one year after which such urgency ordinance shall go into effect on January 7, 2016 upon its adoption by a 45" vote ofthe Cty Counc PRESENTATION MIDWICK PARK/ALHAMBRA HILLS TRACT PREFERRED PARKING DISTRICT — 2415-59, R2M15.29 ‘Staff requests that the City Council consider the adoption of a resolution creating a Preferred Parking District for the Midwick Park/Alhambra Hils Tract. In October 2015, residents of South Westmont Drive submitted a petition asking for the City’s assistance in addressing the parking concems stemming from students parking in. their eighborhood due to an increased enrollment and lack of parking at California State University, Los Angeles (CSULA). A community meeting was held on November 18, 2015 where the City Manager, Public Works Director and Chiefs of Police for Alhambra {and CSULA met with the resents. Based upon input from the community meeting, City Saf sent a survey to the residents in the surrounding neighborhood. A total of 872 residents were surveyed with the majoiy of those residents favoring a Preferred Parking District (PPD) with a one hour parking accommodation for gardeners, delivery ‘companies and other service contractors based upon the fact that that CSULA will be ‘changing fo @ semaster system in Fall 2016 and many of the classes will be 50 minutes in length. The following steets wil be excluded from the PPD based upon responses received from residents of the streets: Orange Grove Avenue south of Hellman; ‘Westminster Avenue; Avondale Drive; Westboro Avenue; and, Wanwick Road south of Winthrop Drive. The proposed PPD would allow for one hour parking accommodating ‘gardeners, pool maintenance contractors and other service industries. The proposed 7 PPD would not exempt residents from street sweeping and overnight parking ‘requirements. The PPD would be in affect between the hours of 6.00 a.m. to 2:00 am, Recommended Action: Cy Council adopt Resolution No. R2M16-29 entitled: A Resolution of tne Alhambra City Council establishing the Midwick Park/Alhambra Hil Tract Preferred Parking District effective January 4, 2016; and, direct staff to undertake the stops necessary to finalize Council's action, CONSENT AGENDA. Main St 6 AWARD CONTRACT: RE-CARPETING OF THE ALHAMBRA CIVIC CENTER LIBRARY ~ F2M15-51, N2M15-138, C2M15-61, M2M15-129 Staff requests thatthe City Council award a contract to Floor USA, Ine. (DBA Carpet icing) as the lowest responsibie bidder forthe re-carpeting of the Alnamiora Civic Center Library Project. Recommended Action: Cy Council award a contract, subject to final language approval by the City Manager and City Attorney, to Floor USA Inc. (DBA Carpet King), the lowest responsible bidder, forthe re-carpeting of the Alhambra Civic Center Library Project in the amount of $45,898; and, direct staf to undertake the steps necessary to finalize Council's action, (M2M18-129) NIB: ADA IMPROVEMENTS AT THE NORTHEAST CORNER OF ATLANTIC BOULEVARD AND MAIN STREET AND ADJACENT ALLEYWAY ENTRANCE — F2M15-58, N2M15-161 Staff requests City Council authorization to distibute @ Notice Inviting Bids for the a 10. 1 ‘Americans with Disabilities Act (ADA) improvements atthe northeast corner of Atlantic Boulevard and Main Sirect and adjacent alleyway entrance. In order to meet ADA Fequiremenis, it wil be necessary to reconstruct the sidewalk area around the traffic signal atthe northeast corner of Atlantic Boulevard and Main Street. The project wil also Include the reconstruction ofthe alleyway entrance to the north of the traf signal. Plans and specifications have been prepared for this project. Staff has reviewed and approved these. plans, which are available for review in addtion to the bid notice and bid instructions, Recommencled Action: City Council authorize the circulation of @ Notice Invting Bids for ADA Improvements at the northeast comer of Atlantic Boulevard and Main Street and the alleyway to the north, with bids due no later than 10:30 am. on January 28, 2016; and, direct staf to undertake the stops necessary to finalize Council's action, NIB: REPLACEMENT OF WATER MAINS ON WESTMONT DRIVE BETWEEN ‘SHERWOOD AND NORWICH AVENUES —F2Nt4-47, N2M15-462 ‘Saf requests City Council authorization to distribute @ Notice Inviting Bids for the Replacement of Water Mains on Westmont Drive between Sherwood and Norwich ‘Avenues. The four inch water main an Westmont was installed in 1923 and it has had a high frequency of leaks in the past five years. The fourteen inch water main was installed in 1951, but has had two major blow outs in the past three years causing sizable damage to the street and the surrounding homes. This project would replace both water mains with a new 20" main, Plans and specifications have been prepared for this repair project. Staffhas reviewed and approved these plans, which are availabe for review in addition te the bid notice and bid instructions. Recommended Action: City Council approve the distrbution of a Notice Inviting Bids to qualified contractors for the Replacement of the 4" and 14° Water Mains on Westmont Drive between Sherwood end Norwich Avenues, with bids due no later than 10:30 am. on January 21, 2016; and direct staff to undertake the steps necessary to finalize Councis action, NOTICE OF COMPLETION: SAFE ROUTES TO SCHOOL CROSSWALK AND PAVING OF FIRST AND SECOND STREETS FROM MISSION ROAD TO MAIN STREET PROJECT — F2M13-26, C2M16-23, M2M15-130 ‘Staff requests that the Gity Council accept the work of E.C. Construction Co. for the Safe Routes to School Crosswalk and Paving of First and Second Stress from Mission Road to Main Street Project, There were two change orders forthe project for a net Increase of $17,070.48 due to an additional conduit, paving and stripping. This project hhas been inapected by staff and all work has been completed in accordance with the Cy requirements and specications. (M2M15-130) NOTICE OF COMPLETION: RETAINING WALL STABILIZATION PROJECT ON GRAND VIEW DRIVE ~F2w4-48, C2M15-17, M2M15-131 Staff requests that the City Council accept the contract with Obrero Inc. DBA Ground Force for the construction of a retaining wall on Grandview Drive as complete. There were fe change orders totaling $23,715.62 for the project. Change order work inckced work on the south end of the wall for installation ofa drainage system, fencing and gating and a securily system. This project has been inspected by staff and all work has been completed in accordance with the City requirements and specticatons. As ‘such, It would be appropriate forthe Cty Council o accept this project as complete and inatrict that the Notie of Completion be filed with the County of Los Angeles Recorder's, Office Recommended Action: City Council accept as complete the contract with Obrero Inc.
