OBJECTIVE - For the AFP to avail itsef of the best commissioned officers. who may be effectively utiized in the active commissioned service during peacetime, ‘national emergency or in times of war, invasion or rebelion 4. SCOPE - This Circular shall cover the procurement of Philippine Miltary Academy (PMA) cadets, Foreign Service Academy (FSA) cadets, Officer Candidates, ‘Advance ROTC Graduates, Probationary Officers Training Course (POTC) candidates, © civilian grantees sent for cadet training to any FSA or Foreign Miltary Training School and ‘Candidate Officer in the Technical and Administrative Service of the Armed Forces of the Philippines, 5. DEFINITION OF TERMS a. Procurement - process of obtaining personnel through recruitment, ‘selection and appointment. b. Commissioned Officer — a person granted with certain powers or ‘authority to carry out a particular task or duty as an Officer of the AFP. c.__Called to Active Duty (CAD) ~ the initial three (3) yéairs continuous active commissioned service for Reserve Officers. 1d. Offfcer Candidate School (OCS) - the official name for_pre- ‘commission training school. The Major Services may add the prefixes PA, PAF & PN to OCS as the case may be. le. OCS Candidate. Page 2 of 18 pages Nr 02, 2 ‘cont fe. _ OCS Candidate — an OCS applicant who is not yet accepted in the OCS, oF stil in the process of undergoing examinations, including those awaiting ‘acceptance to the OCS. f. Officer Candidate (OC) an OCS applicant who is already accepted to the OCS, |. Officer Candidate Course (OCC) - the particular course or program of Instruction for pre-commission training h. Officer Preparatory Course (OPC) — six (6) month-course for pre- deployment training for Reserve Officers who were Called to Active Duty. i. Armed Forces of the Philippines Service Aptitude Test (AFPSAT) ~ the unified writen entrance examination which is one of the requirements for entry into the Mejor Services as well as the Technical and Administrative Services. |. __ Special Written Exam (SWE) — an examination peculiar to the Major Services or the Technical and Administrative Service administered to measure pre~ determined and/or required skis. k. _ Amy Qualifying Examination (AQE) - examination administered by Philippine Army (PA) Testing Centers to OCC and CAD applicants to measure and ‘assesses their mental abilities and cognizant strengths and weaknesses. LPhilippine Air Force General Classification Test (PAFGCT) - a standardized psychological examination administered by the PAF Testing Center to OCS Candidate, CAD and Candidate Soldier (CS) applicants to measure the verbal, numerical and abstract abiities of applicants. m. Foreign Service Academies/Foreign Military Training Schools — (FSAFMTS) foreign miltary service academies/schools of countries with which the Republic of the Philippines has trair ‘such as the United States Miltary ‘Academy (USMA), United States Naval Academy (USNA), United States Air Force ‘Academy (USAFA), Japan National Defense Academy (JNDA), and the Australian Defense Force Academy (ADFA), 1. P1t Profile - refers to a health condition that enables personnel to engage in fatigue work, marching and prolonged hand to hand combat. 0. Medical Examination - encompasses a thorough physical, mental, ‘and psychological examination to include dental examination to ensure that procured officers are physically fit for the service. p. TAS Officers - officers of the Judge Advocate General's Service, Medical Corps, Chaplain Service, Corps of Professors, Veterinary Corps, Dental Service, Medical Administrative Corps and the Nurse Corps. 18, POLICIES. COMMISSION 1) REGULAR OFFICERS, 2) Philippine Military Academy Graduates (1) __Has completed the prescribed curriculum at the PMA upon the recommendation of the Supt, PMA, to Higher Headquarters subject to the approval of the President; (2) Physically, mentally and psychologically fit for active miltary service (1 Profile. b) Foreign Service Academy Graduates (1) Has completed the prescribed curriculum at the FSAV/FMTS he/she attended upon the recommendation of the Supt, PMA or the ‘sponsoring Major Service Commander to Higher Headquarters, all subject to the approval of the President; Physically, mentally and psychologically fit for active miltary service (P1 Profile) ©) Officer Candidate School Graduates... Call to Active Duty (CAD) of Reserve Officers (1) An inactive commissioned Reserve Officer will be Called to ‘Active Duty (CAD) info the Reserve Force withthe rank equivalent in the lowest grade authorized by law forthe particular Branch of Service, subject fo the erteria for Reserve Officers for that particular Major Service. (2) A Reserve Officer will be called to active duty training for a perid of six (6) months. Upon completion of training, he/she will continue his/her tour of active duty to complete the initial three (3) years. Upon satisfactory completion of his/her tour of active duty, may be extended fora period of another three (3) years. (3) A Reserve Officer who has rendered six (6) years of continuous active military service shall, upon satisfactory completion of his/her extended tour of active duty, be granted another extension for a period of four (4) years. (@)_- Reserve Officers who have satisfactory rendered ton (10) years of continuous active commissioned miltary service shall have gained ecurty of tenure and shall not be reverted to inactive status, except upon thei own request oF for ‘cause as may be determined by a court-martial, or by the appropriate existing bodies, by provisions of law or by virtue of the operation of PD 1638, as amended, which provides. for the forced, lateral attrition of officers based on exigencies ofthe service, up tothe time they have reached the compulsory retirement of thity (30) years of service or fifty sx (56) ‘years of age, whichever comes later, but not later than sixty (60) years of ago. 7. They shall present and rationalize the requirement for personnel procurement subject to the approval of the Chief of Staff, 3) _ For the Major Services, the quota shall be determined by ‘computing the AFP requirement for the year, less the number of PMA and FSAFMTS cadets expected to graduate within the year. 4) An admission quota of up to twenty percent (20%) for fernale ‘admissions into PMA and OCS (PA, PAF, PN), pursuant to RA 9710 "Magna Carta for Women b. Recruitment 1) The PMA, Major Services and the TAS shall conduct! information drives regularly and may empioy other recruitment strategies in order to attract potential applicants. 2) The AFPPPW shall be continually improved and promoted in ‘order to attract more applicants. Selection 1) _ Qualified applicants may _ initially undergo medical examinations at any authorized-miltary hospital, accessible to the applicants. However, the conduct of the final medical examinations shall be administered by authorized military hospital, pursuant to existing AFP Rules and Regulations (AFPR-G 136-963; Standards (of Physical Examination in the AFP). 2) The initial screening and selection of candidates shall include the following: 2) Conduct of limited physical examination to detect ‘obvious physical defects which are grounds for disqualification from entering the military service; b) Conduct of qualifying examinations as required by the Branch of Service to which the candidate desires to apply. 3) The finial screening and selection of candidates shall include the following: a) Complete Medical Examination; b) Physical Fitness Test; ©) Evaluation of Records Page 15 of 18 pages Gir! 114, cont: ©) Evaluation of Records and Board Interview by respective Acceptance Boards. 4. Appointment 1) PMA Cadets - Supt, PMA will recommend successful spptoants to Higher Headquarters subject to the approval ofthe Present. Tey shall be ‘appointed as cadets on the 1° day of April and will be addressed as Fourth (4") Class. Cadets joining the CCAFP. They will receive pay and allowances as Cadets, with the ‘equivalent to the salary grade, as provided by law. 2) Civitan Grantees sent to FSA - Upon recommendation by the ‘sponsoring Major Service to Higher Headquarters, selected candidates shall be appointed ‘as P2LTs by the endorsing/sponsoring Major Service, and shall receive pay and allowances as P2LT with the equivalent to the salary grade as provided by law. They shall be carried in the Moming Report of the sponsoring Major Service. 3) __ OCS Candidates - Upon recommendation of the Major Service ‘Commanders to Higher Headquarters, selected candidates shall be appointed as P2LT land be addressed as such until they are Ordered/Called to Active Duty. They shall receive pay and allowances as P2LTs with the equivalent tothe salary grade, as provided by law. 4) __TAS Candidates - Upon recommendation by the TOCSAFP to CSAFP, qualified candidates shall be appointed as Probationary Second Lieutenants (P2L7) to undergo Probationary Officers Training or Residency Training Program at the AFPMC, as the case maybe. They shall receive pay and allowances as P2LT with the ‘equivalent salary grade as provided by law. Their appointment as P2LT shall be deemed terminated upon approval of their commission and subsequent order to duty into the Regular Force, with the rank equivalent to the lowest grade authorized by law for the particular TAS. 2. Training - Major Services shall program the convening dates of their respective schools in coordination with Higher Headquarters (thru DCS for Education and ‘raining, J8), to ensure that the completion of their Program of Instructions are ‘synchronized and conducted only after the PMA graduation of that particular year. f° Commission 1) Cadets who have successfully completed the prescribed ‘curiculum at the Philippine Miltary Acedemy and upon the recommendation of Supt, PMA to Higher Headquarters shall be recommended for commission into the Regular Force, subject to the approval of the President. Basic Miltary Orientaon Course (MSOBMOC), conducted at the AFP Medical Service School, AFPMC, as the case maybe. g._ Call to Adiive Duty - The Major Services shall establish their respective procedural provisions and constitute a Selection Committee/Board to conduct the screening and selection of the best qualified Inactive Commissioned Officers who ‘deserve to be recommended for CAD. & RESPONSIBILITY a. The Supt PMA, Major Service Commanders and Chiefs of the respective TAS, shall program and’ implement their respective personnel procurement and shall maintain their respective troop strength at a level not exceeding the approved Authorized Troop Strength (ATS). b. The yearly approved ATS shall be released by the DCS for Operations, JS to the Major Services and TAS Commanders for appropriate programming and implementation, with a copy furnished to the DCS for Personnel, J1 for monitoring Purposes. The Major Service/Unified Command Commanders shall establish @ centralized AFP-wide Recruitment Center capable of conducting initial medical ‘examinations, to applicants to the PMA, Major Service OCS and the TAS. d. Cognizant staff at the Unified Commands shall render appropriate staff support to ensure expeditious and effective personnel procurement process. 1) _DCS for Personnel, J1 - Faciitate the release of funds and Issuance of directives related to personnel procurement. 2) DCS for Intoligerice, J2 - Initiate the conduct of Complete ‘Background Investigations (CBIs) to all applicants. 3)___DCS for Logistics, J4 - Provide logistical requirements during the conduct of various trainings 4) DCS for Education . Page 17 of 18 pages ‘GicNr02, GHO, AEP did 22 August 2014, contin: 4) DCS for Education and Training, J8 (@) Formulate Training Directives; (b) Release the Training Fund Support; (©) OPR for the conduct and supervision of various trainings. 5) The Surgeon General - direct all concerned units for the ‘conduct of Medical Examinations. 6) The Adjutant General — publish all implementing orders relative to this Ciroular. ©. __ Management and Fiscal Office (MFO) — Facilitate the release of pay and allowances of procured military officers. f._ CEISSAFP Is responsible for maintaining the AFPPPW in ‘coordination with the Procurement Branch of the Major Services and DCS for Personnel, a, ‘The PMA, Major Services and the TAS are responsible for providing data or information to be published nthe AFPPPW. 9. RESCISSION ~ All Circulars, rules and regulations inconsistent with the provisions ofthis Circular are hereby modified or rescinded accordingly. 10.
