Welcoming all the States present in this session of the Counter Terrorism Committee, which
servesthepurposeo
fdiscussingthematterofdefininginternationalterrorism,
Regarding
the issue of terrorism to be one of the most crucial troubles faced by the
internationalc
ommunitytoday,
R
ecognizing
that this concern is just as important to a numberoffellowUNmembersasitis
tothedelegationoftheUnitedStatesofAmerica,
Draws the attention to the fact that prior to the terrorist bombings of the U.S. embassies in
Tanzania and Kenya in 1998, the issue of terrorist financing hadbeenhandledinthecontext
ofStatesponsorsofterrorism,
Reaffirming also its unequivocal condemnation of the terrorist attacks which took place in
New York, Washington, D.C. and Pennsylvania on 11 September 2001, and expressing its
determinationtopreventallsuchacts,
Reaffirming resolutions 1267 (1999) of 15 October 1999 and 1373 (2001) of 28 September
2001 as well as its other resolutions concerning threats to international peace and security
causedbyterrorism,
Recalling
inthisregardresolution1269(1999)and1333(2000),
Deeply concerned
by the increasing number of victims, includingchildren,causedbyactsof
terrorismmotivatedbyintoleranceorextremisminvariousregionsoftheworld,
1. Solemnly reaffirms the unequivocal condemnation of all acts, methods and practices
of terrorism as criminal and unjustifiable, wherever and by whomsoever committed,
including those which jeopardize friendly relations among States and peoples and
threatentheterritorialintegrityandsecurityofStates
3. Proclaims that knowingly financing, planning, and inciting terrorist acts are also
contrarytothepurposesandprinciplesoftheUnitedNations
6. C
alls upon the United Nations and relevant specialized agencies, organizations, and
bodies, as well as any other international and intergovernmental organizations to
evaluate ways in which they can further enhance the effectiveness of their actions
against the sponsoring and financing of internationally recognized terrorist
organizations, by taking measures, in regard to each other and any other relevant
internationalactors,
thatinclude,butarenotlimitedto:
a. Theestablishmentand/orenhancementofdialogue,
b. Thebetteringofinformationalexchanges,
c. Thestrengtheningofinternationalcooperation,and
d. Theprogressivedevelopmentofinternationallawanditscodification
7. Calls upon
, guided by the Security Council Resolution 1269(1999),allStatestotake
appropriatestepsto:
a. Cooperate with each other, particularly through bilateral and multilateral
agreementsandarrangements,to:
i.
Prevent and suppress the sponsoring and financing of internationally
recognized terrorist organizations, as well as the acts of terror
committedbysuchorganizations,
ii.
b.

8. Reiteratesitsdecision
,elaboratinguponit,thatallStatesshall:
a. Preventandsuppressthesponsoringand/orfinancingofterroristacts
b. Criminalize the wilful provision or collection, by any means, directly or
indirectly, of funds by their nationals or in their territories with the intention
that the funds should be used, or in the knowledge that theyaretobeused,in
ordertocarryoutterroristacts,
c. Freezewithoutdelayfundsandotherfinancialassetsoreconomicresourcesof
i.
Persons who commit, or attempttocommit,terrorist actsorparticipate
inorfacilitatethecommissionofterroristacts,
ii.
Entitiesownedorcontrolleddirectlyorindirectlybysuchpersons,and
iii.
Persons and entities acting on behalf of, or at the direction of such
persons and entities, including funds derived or generated from
property ownedorcontrolleddirectlyorindirectlybysuchpersonsand
associatedpersonsandentities,
d. Prohibit their nationals or anypersonsandentitieswithintheir territoriesfrom
making any funds, financial assets, economic resources, or financial services
available, directly or indirectly, for the benefit of persons who commit or
attempttocommit,facilitate,orparticipateinthecommissionofterroristacts
9. Furtherreiteratesitsdecision
thatallStatesshallalso:
a. Refrain from providing any form of support, active or passive, to entities or
personsinvolvedinterroristacts,suchas,butnotlimitedto:
i.
Suppressingtherecruitmentofmembersofterroristgroups,
ii.
Eliminatingthesupplyofweaponstoterrorists,
b. Take the necessary steps to prevent the commission of terrorist acts, such as
through the provision of early warning to other States through exchange of
information,
c. Deny safe haven to those who finance, plan, sponsor, support, or commit
terroristacts,orprovidesafehavens,
d. Ensure that any person who participates in or supports the sponsoring,
financing, planning, preparation, or perpetration of terrorist acts is brought to
justice,assuringthat,inadditiontoanyothermeasuresagainstthem,
i.
12. Decides
toremainactivelyseizedofthematter.
