ENTREPRENEURSHIP DEVELOPMENT CELL (EDC): This scheme motivates to develop a support system for technocrats and entrepreneurs. The Entrepreneurs Development Cell set up under the scheme is expected to act as a tool to promote entrepreneurship and self-employment amongst technical students as an attractive and viable career option. MODERNISATION AND REMOVAL OF OBSOLESCENCE (MODROBS): ‘The scheme equips technical institutions with infrastructural facilities, laboratories, workshops, and computing facilities to enhance teaching, training and research capabilities. SCHEME OF SEMINAR GRANT (SG): ‘The scheme provides an opportunity to faculty, academicians and working professionals for sharing of ideas, innovations and inventions by means of funding a seminar. SCHEME OF TRAVEL GRANT (TG): The scheme enables meritorious faculty to interact at International Level Conferences, both within and outside India, Seminars, and Symposia. Teachers from AICTE approved Technical Institutions / University departments are eligible for this grant. FACULTY DEVELOPMENT PROGRAMME (FDP): ‘The scheme is intended to provide opportunities through AICTE approved Staff Colleges / Institutions for induction training to teachers employed in AICTE approved Technical Institutions to facilitate upgradation of knowledge and skill. RESEARCH PARK (RP): This scheme provides financial assistance to institutions for setting up Research Park in collaboration with the Industry or group of Industries. Grant of Rs. 1 crore (per State-UT) shall be given under this scheme AICTE-INAE-DVP AICTE and INAE Distinguish Visiting Professor scheme envisages promotion of industry-institute interaction by facilitating the dissemination of knowledge through the expertise of experienced and knowledgeable persons from industry to integrate their rich industrial experience with technical education ‘AICTE-INAE TRAVEL GRANT SCHEME ‘An "AICTE-INAE Travel Grant Scheme” for Engineering Students to present papers abroad has been launched for enhancing the quality of engineering education in the country. The objective of the scheme is to provide partial travel assistance and registration fees to Bachelors and Masters Level engineering students for presenting a research paper in an international scientific event (conference/seminar/symposium/workshop/exhibition etc) in order to encourage engineering students to engage in research. The proposal(s) received duly completed in all respects will be evaluated by subject experts. AICTE-INAE TEACHERS RESEARCH FELLOWSHIP SCHEME [AICTE and INAE have launched the AICTE-INAE TEACHERS RESEARCH FELLOWSHIP SCHEME for Engineering Teachers for Doctoral Research in Central Laboratories in order to promote a research culture amongst the faculty in AICTE approved engineering institutions. Under this scheme, engineering teachers in AICTE approved engineering colleges/institutions shall be sponsored to pursue research in Council of Scientific and Industrial Research (CSIR) and Defense Research and Development Organization (DRDO) laboratories leading to the award of a PhD degree in the chosen field of study. The PhD degree will be awarded by the concerned organizations of CSIR and ORDO. The period of association of the engineering teachers selected Under this scheme will be @ maximum of three years. The age of the candidate should be 35 years or below SCHOLARSHIP SCHEME TO GIRL CHILD (SGC) - PRAGATI Scholarship Scheme to Girl Child (SGC) is an endeavour by AICTE provided to promote technical education (Engg., Architecture, Pharmacy, applied arts etc.) at Degree and Diploma levels to a girl child. it has been found that at the level of Technical Education, the ratio of girl's student decreases. The scheme is to support a girl per family. SSGC aim is to contribute towards the education of academically inclined girl children across India wanting to pursue technical education. SCHOLARSHIP SCHEME TO DIFFERENTLY ABLED - SAKSHAM Scholarship Scheme to Differently abled is an endeavour by AICTE provided to promote technical education (Engg., Architecture, Pharmacy, applied arts etc.) at Degree and Diploma levels to the Differently abled(Girl/Boy). It has been found that at the level of Technical Education, the ratio of the Differently abled(Giri/Boy) student decreases. The scheme is to support Differently abled child per family. Differently abled scheme aim is to contribute towards ‘the education of academically inclined Differently abled student across India wanting to pursue technical education. PROJECT CENTRE FOR TECHNICAL EDUCATION ‘The objective of the Project Centre will be to provide the students with facilities in a common place within the Institute/university department where the students can have hands-on experience in various aspects of their learning. These could be in works like fabrication, interaction amongst the students themselves allowing them to enhance their understanding in their respective disciplines of study. The project centre will also allow the final year students to showcase their project. The project centre will also allow the students to learn in developing and preparing academic projects which will include the initial stage to the final stage where the students can present their final product. SKILL AND PERSONALITY DEVELOPMENT PROGRAMME CENTRE FOR SC/ST STUDENTS The broad objectives of the centre shall be to provide opportunity to SC/ST students in the Institutes to reorient themselves in the light of emerging employment opportunities in Engineering undergraduate/Diploma students at all level. It is to empower the SC and ST students by providing special skill trainings apart from regular study. To enhance the skills of Scheduled Caste (SC)/Scheduled Tribe (ST) candidates with help of modules on communication, personality development and proficiency in English language. It will boost the confidence of SC and ST students and provide them with better career opportunities so that their employability in the industry increases. * E-LEARNING CENTRE FOR TECHNICAL EDUCATION E-learning refers to the use of electronic media, information and communication technologies in education, E-learning is broadly inclusive of all forms of educational technology in learning and teaching. E-learning is suited to distance learning which becomes flexible learning and make a big difference in education, The centre would create e-resource facility to impart technical education (Engg., Architecture, Pharmacy, applied arts etc.) at all level. The aim is to enhance quality of institutions through sharing of resources and technical capability of lead institute. ‘* INDUSTRY INSTITUTE PARTNERSHIP CELL (IIPC) ‘The objective of the IIP Cell is to reduce the gap between industry expectations (practice) and academic offerings (theory) by direct involvement of industry to attain a symbiosis, * QUALITY IMPROVEMENT PROGRAMME (QIP) ‘The main objective of the programme is to upgrade the expertise and capabilities of the faculty members of the degree level institutions in the country. The aim is to enable the teachers to acquire Master's/ Doctoral degrees and imbibe in them a culture of research and better ‘teaching educational capabilities by exposing them to the environment of the institutes of study + INNOVATION PROMOTION SCHEME (IPS) The scheme provides financial assistance to institutions for organizing technical projects exhibition at state/UT level. The scheme intends to bring out practical talent among students by providing a forum for exhibiting their technical knowledge and innovations. This scheme also intends to exhibit this talent to industry in order to convert useful / innovative / commercially viable projects into products. This will also initiate interest in entrepreneurship activities or in registering for patents/IPR etc. * HOSTELS FOR SC/ST STUDENTS The scheme aims to support Government / Government-aided engineering colleges for construction of girls / boys hostels for providing residential accommodation for students / researchers belonging to SC/ST category. 10, 1. 2. 13, 14, DEFINITIONS “AQIS” Means AICTE Quality Improvement Schemes. “NBA” means National Board of Accreditation set up by AICTE, under Society Registration Act 1860, “The Council” means the All India Council for Technical Education “University” means a University defined under clause(f) of section 2 of the University Grants Commission Act. 1956. “University Department” means a department established and maintained by the University. Government Aided Institution” means technical Institution that meets 50% or more of its recurring expenditure out of the grant received from Government or Government organizations. “Government Institution” means technical Institutions established and/or maintained by the Government. “Private-Self Financing Institution” means an Institution started by a Society/Trust/Company and does not received grant/fund from Central and/or State Government and/or Union territory Administration for meeting its recurring expenditure. “Accreditation” means a process in which certification by NBA. “Recurring” means accruing repeatedly. “Non Recurring” means not accruing repeatedly. “Bureau Head” means Head of RIFD Bureau, AICTE. “Department” means the department which runs an AICTE approved course/courses. “Course” means an AICTE approved course. Chapter 1 METHODOLOGY & GENERAL GUIDELINES i Methodology to be followed for AQIS Assessment ‘The proposals under AQIS are to be uploaded online using following guidelines: Read overview about schemes at link Departments> AQIS> Schemes http://www.aicte. india.orq/ridschemes.htm II. Log in to AICTE web portal using Institute User Id and password lil. Fill the respective AQIS proposal as per guidelines of scheme. IV. Also, enter the data on web portal about the grants received in the past. \V. Press “Submit” button, No changes in the application are possible after this. (b) The submitted AQIS application would be forwarded online to the empanelled experts. Each proposal will be examined separately by three experts as per the guidelines of the scheme. (@ Each proposal submitted online shall carry 100 marks for evaluation and would be examined by three examiners online. Following general criteria would be followed for the grading and qualifying of the proposal until and unless specified separately. ‘Marks out of 100 (Grand Total) Equivalent Grades =or> 75, A o> 70 B =or> 60 ¢ <60 D 1g Criteria for Grant 1. Degrade award by any one of the three experts would disqualify the proposal. I. For qualifying, the proposal should score at least two B grades or above out of three expert recommendations. IIL. If qualified, the expert recommended amount for the grant to be released would be averaged, IV. The equipments under non-recurring head are to be recommended at least by two experts. The quantity of equipments and cost of the equipment recommended by these experts would be averaged for final recommendations. V. The proposed activities under recurring head are to be recommended at least by two experts. The type, quantity and expenditure under proposed activity recommended by these experts would be averaged for final recommendations. VI. The final outcome of the expert recommendations would be verified by a central committee of experts before release of the grant. 12 General Guidelines @ The project must be initiated within one month of receipt of the funds. An activity register is to be maintained for listing the date and respective activity. It must be ensured that projects are completed within the specified period of time. wy State/Central Government procedures should be adopted for procuring equipment/services. Equipment/services recommended by the council alone should be procured. Equipment purchased should be engraved/ superscripted with AICTE Project Number. ty A stock register of equipments should be maintained for purchases made out of the project grant for likely verification by AICTE appointed experts at any time. List of assets procured from funds provided by AICTE should be submitted to the Council every year. ro) Progress reports should be submitted regularly to AICTE at specified intervals as per the requirement of the scheme. w Provisional audit certificates should be submitted annually. The Final audited UC should be submitted immediately after the completion of the project along with Progress Report and the details of the assets thus created/procured out of the grant-in-aid as per GFR-19 given in Annexure-IIl. Utilization certificate and statement of accounts in prescribed proforma shall be duly audited by a Chartered accountant, in the case of private institution and by the finance officer/account officer in respect of government/government aided institutions. wi It may be noted that If AICTE does not receive the Utilization certificate within one month from the date of completion of the project or earlier, then AICTE will be at liberty to recover the entire amount of the grant including the interest thereon, in a manner it finds proper. Without submitting the projects closure certificate, the department shall not be eligible for further funding, (wii) Interest earned on the project fund, if any, should be reported to AICTE. The interest so earned will be treated as a part of the grant and can be utilized under permitted heads of recurring expenses, ‘Any unspent balance from the amount sanctioned on the completion of the tenure of the project must be surrendered to AICTE within one month through a Demand Draft drawn in favour of the Member Secretary, All India Council for Technical Education, (=) ] The Comptroller and Auditor General of India/ AICTE at their discretion shall have the right of access to the books of accounts of the Institute in respect of the grant received from AICTE, The Institute must, therefore, maintain separate record of expenditure and audited accounts for the project. ts) The Institution which has availed the grant, shall observe all financial norms and guidelines as prescribed by the AICTE/GOI from time to time. i) Project Monitoring Committee (PMC) at Institutional level has to be constituted by the Coordinator of the Project for reviewing the progress of the project from time to time and submit annual progress report. 10 Tait The composition of PMC should be as follows (in case specific instructions are not issued for any specific scheme): (i) Director/Principal/Dean of the Institution, College and University respectively (Chairman of the Committee). (ii) Dean (Academic affairs/Research) (ii) Coordinator of the Project (Convener/Secretary)/ Head of the Department. (iv) An external expert member of the area of specialization of the project. (ili) | The constitution of PMC may be sent to the Council for record. The general terms of the reference of PMC are as follows: () PMC should meet from time to time as required but at least once in a year. The minutes of the meeting should be recorded and submitted to the Council (ii) PMC shall advise on the proper utilization of the funds under the project and ‘would ensure proper implementation of the scheme as per the objectives of the project. (xiv) | As per Government of India’s Decision (7) b under Rule 149(3), assets created/procured out of the project grant should be submitted to the funding agency. The assets thus created/procured out of the grant should be maintained and submitted to AICTE, along with the project completion report. (xv) | Each Project sanctioned by AICTE is assigned a specific File No. All Correspondence addressed to AICTE regarding the Project must invariably quote this number along with the year in which the Project was sanctioned and should be addressed to the Bureau Head.
