In accordance with Chapter 17 of the Citys Purchasing Ordinance, competitive sealed

proposals are not publicly opened or otherwise handled so as to permit disclosure of the identity
of any offeror or the contents of any proposal to competing bidders during the evaluation
process. The proposals, except for information identified by the bidder as proprietary, shall be
open for public inspection after the contract award.
