Legislature

Structure: There is a two-house system. The Senate and the House of


Representatives.
Purpose: The sole focus of congress is lawmaking
Powers: Make Laws, collect taxes, borrow money, declare war, establish post
offices
Senate vs. House: The senate has equal representation; all 50 states get 2
members. The House is population based; 435 members are proportionally
divided among the 50 states.

Bill to Law: Citizens suggest idea, members of house or senate propose idea,
chambers vote to approve, executive branch signs or vetoes, vetoes
overturned with 2/3 vote by both houses
Leadership: Senate: President of Senate, Majority Leader, Whip, Minority
Leader. House: Speaker of the House, Majority Leader, Whip, Minority Leader
Tough Concepts: Inherent powers, sessions, and budget responsibilities
