House Bill 5687: The Anti Discrimination Bill

The Anti-Discrimination Bill (HB 5687) is a legislative measure filed in the House of
Representatives of the Philippines in order to criminalize discriminatory practices to the LGBT
community. In this Bill, sexual orientation is defined as the direction of emotional sexual
attraction or conduct which includes all forms of attraction. Gender identity refers to the
sense of identity by the person.
The constitutional anchor of this legislative act is through the equal protection clause of the
constitution and it is premised on the situation that members of the LGBT community are
discriminated in terms of opportunity, access to basic establishments, and suffer from
different forms of harassment. The bill issues administrative sanctions to government officials
who were proven to violate the said bill.
Currently, the bill is pending to plenary debate in the House of Representatives.
