General Emilio Aguinaldo, Cavite was previously known as Bailen, which came
from a town found in Northern Spain. The town was also previously known as
Batas, from the word Bagtas which used to be a huge forest under the town of
Maragondon.
The town was founded by virtue of a decree issued on August 28, 1857 by
archbishop Fray Aranguren, OSA, of the Archdiocese of Manila. The decree
separated the barrios of Batas and Guyong-guyong from Maragondon, and
naming the new parish Bailen. A group of 45 citizens from barrio Batas made a
petition to Governor General Fernando Norzagaray to convert their barrio into a
municipality due to its distance from the town proper. The petition was granted
on August 2, 1858.
The American Civil Government from 1899-1901reduced the number of towns to
facilitate the military policy of concentrating the civilian population of the
poblaciones. The Philippine Commision approved Act 947 on October 15, 1903,
annexing the municipalities of Bailen and Mendez to Alfonso. Bailen therefore
became a barrio of Alfonso. The Philippine Commission for the second time in
1904, reorganized the province of Cavite reducing its 22 municipalities to 9
towns. Bailen is then annexed to Mendez. Bailen was reconverted into an
independent municipality in 1915 through the efforts of Bartolome Angat and
Agapito Gonzales who made a petition for their independence, approved by
Governor General Antero Soriano.
The town of Bailen was renamed as General Emilio Aguinaldo on June 19, 1965
as ordered by the Republic Act No. 4346.
