QUESTION OF: Reviewing the Funding Mechanisms of the Palestinian

THE GENERAL ASSEMBLY,
Aware that the Palestinian authority is the only body in the world
receiving aids from the European Union regardless of economic growth,
Noting with regret that much hasnt been done regarding this issue,
Taking into consideration that the major donor countries are from the
GCC, the United States, japan, Canada and the European Union,
Further aware that the European parliamentary committee has passed a
resolution which calls for greater transparency in these matters,
1. Requests the Palestinian authority to provide reports to the donor
countries regarding how the funds were spent. Transparency could
further be increased by:
a) Sending periodical reports to the donor nations
b) Reviewing the annual budget with the donor countries as
observers;
2. Considers giving a full state status to the Palestinian authority so it
can avail loans from the International Monetary Fund (IMF);
3. Encourages Palestine to review its administration and budgetary and
find the causes of the fiscal deficit and eliminate them;
4. Further requests that donor countries have condition that the country
receiving the aid should follow in order to see economic and social
growth;
5. Expects the world bank to review the Palestinian Reform and
Development Program(PRDP) with all the donor nations and
members under the program;
6. Strongly asks for the creation of a regulatory authority by the United
Nations(UN) or the European Union(EU) to monitor the funding of the
nations.
