1.0PURPOSE AND SCOPE


The purpose of this procedure is to establish a consistent and uniform approach for the preparation of a
Project Completion Report including a Project Analysis and Lessons Learned. This procedure applies to
projects undertaken by the Company with revenue in excess of $2,000,000 for lump sum and not-to-exceed
contracts and $5,000,000 for cost reimbursable and open-ended contracts. Smaller projects are required to
produce an abbreviated report including the key information and data associated with the project.
2.0DEFINITIONS
2.1

Project Completion Report

A project completion report is an internal report that is prepared at the close of a project. The report
presents in a clear, concise, and uniform manner key data for use in estimating, planning, and executing
future projects and captures experience gained in executing the project.
2.2

Project Analysis and Lessons Learned

A project analysis is required for each section of the report. The analysis should summarize the positive
and negative actions that occurred on the project and identify the lessons learned during the execution of
the project.
2.3

Issue Authorization and Maintenance for Use

The Project Management Functional Leader is responsible for the maintenance of this procedure and will
review the procedure annually to determine any necessary updates. Should an individual employee have
a suggestion for improvement or modification to this procedure, he or she may mark-up a copy of the PEP
and send to the Project Management Functional Leader for review. The Project Management Functional
Leader will review the recommended changes and respond back to the employee on plans to address the
suggestions. Changes to the procedure will be distributed to other Corporate Department Managers and
Corporate Functional Leads for their concurrence. When the reviews are complete, the Project
Management Functional Leader will consolidate and recommend changes to this PEP to the Vice
President, Project Operations who has the authority to issue revisions to this PEP.

Process Work Flow


A. Project Completion Report
(NOTE: The project completion report should be viewed as a method to document what was originally
planned against actual results. To best convey that message, the completion report should be
organized in a way that aligns with the original project execution plan. Many parts of the project
execution plan can be copied to the completion report to convey the original plan, and with the
addition of actual final project schedules, reports, lists and logs will convey the final results. )

1. Ensures inclusion of adequate funds in project estimate for


preparation of report.
2. Include Project Completion Report requirements in the Project
Execution Plan.
3. Directs the Project Team in preparing the Project Completion Report.
4. Prepares a plan for the preparation of the Project Completion Report
prior to completion of the project.
5. Responsible for preparing the Table of Contents (See 601-01 (S)).
6. Identifies who has primary and secondary responsibility within the
Project Team for each activity. (Included in the Project Execution
Plan.)
7. Assures that each project discipline lead provides the required
data/information prior to his or her release from the project.
8. Incorporates the Project Critique Report into the Project Completion
Report.
9. Approves and distributes the Project Completion Report to the
following:

Washington Division Functional Leaders

2. Project Controls
3. Estimating
4. Engineering, Procurement, Construction and O&M as
