The Aquino Health Agenda: Achieving Universal Health Care for All Filipinos
Summary:
The Aquino Health Agenda (AHA) Order, implemented on December 16, 2010,
aims to provide the appropriate equality in terms of health care services to every Filipinos,
most especially those belonging in the lower class families who are most likely taken for
granted, uneducated, but are severely affected. It has been stated in this order that healthrelated sectors (both private and public) have been reporting about their various
achievements in terms of creating a healthy community through various health-oriented
programs both nationally and internationally. However, there are still many cases and
problems, particularly health care and public health issues, which are not addressed by the
said programs and that these cases are severely having a great impact on the health status
of the Philippines. This order, as stated on the title Achieving Universal Health Care for
All Filipinos, is intended for every Filipino, rich or poor, young or old, high-end persona or
local citizen, must be provided with the appropriate and enough health care which includes
access to all the needed health care facilities, free consultations, free or low-cost medicines,
etc. Universal Health Care, as stated by this order, is a vision and a strategy. A vision of
how things ought to be, which means that all Filipinos are healthy, free from diseases and
infirmity and for Filipinos to have access to quality health services. Meanwhile, it is also a
strategy, wherein the DOH strived hard to achieve better health outcomes, making the
health system more responsive, and reducing the inequities in health created by the
widening gap between the rich and the poor. Simply put, universal health care prioritizes
the needs of millions and millions of poor Filipino families which comprise majority of our
population. We intend to focus our energies on the poorest two fifths or lowest two quintiles
of our population. And according to this order, can only be done by proper training of
health care officials, leaders, health care providers, and enough allocation of budget for the
expenses needed for the implementation of several programs and other agenda which are
public health oriented.
