SERVICES (CPS) Existing law provides for services to abused and neglected children and their families. When a referral is received, the social service staff obtains facts from the person making the referral to determine if the referral alleges abuse, neglect, or exploitation. The Emergency Response staff determines if an inperson response is indicated.
CHILD WELFARE SERVICES (CWS)
Child Welfare Services (CWS) is committed to excellence in the delivery of culturally competent, family-centered and child-focused protective services. CWS investigates reports of suspected child abuse and neglect and intervenes with families who do not meet the minimum community standards of health and safety as required by law. Investigations are conducted in a thorough and professional manner. Family interventions are completed in the least intrusive manner necessary for the protection of the child.
Intervention of Child Abuse and Neglect
To keep the children in his/her home when
it is safe, and when the child is at risk, to develop an alternative as quickly as possible
Intervene in the crisis, if required
Apply family preservation and support services for some
families
Assess or identify problems, gather facts and clarify the

Agencies and courts may forgo the "reasonable efforts" mandate previously in force -- where states were required to make "reasonable efforts" to prevent the removal of children from their homes and to reunite those who had been removed (ASFA) 1997.
