Brian Whittaker With the Bay County Sheriff's Office, states that the defendant, Frederick Lochridge, | did commit the offense of murder. (On February 21, 2016, the victim, Izabella Heffernan was reported missing to law enforcement by her father, Fred Lochridge, from their residence at 11601 Nonawood Road. Search and rescue personnel found the deceased body of the vietim, in the woods behind her residence during the late afternoon hours of the same date; wearing a white sundress and covered by multiple towels. ‘The victims family was taken to the Bay County Sheriff's Office for questioning. Permission to interview the victims 15 year old brother, Fredrick Lochridge was given by his father, Fred Lochridge. Frederick Lochridge, the defendant, was interviewed, Post Miranda, he admitted to fist shooting the victim with a 22 caliber rifle, in the woods behind his house around 3:00 a.m., after mistaking her for a deer. He stated he hit her in the chest and between her eyes. He moved the deceased victim into a bus located behind the residence, and then to the location where the body was discovered. The defendant then went and hid the rifle in a nearby abandoned house. The defendant changed this to; he saw someone attack his sister and while trying to shoot that person, shot his sister on accident, The defendants final version was that he took the victim into the woods behind his house during the early morning hours of Sunday, February 21, 2016, in order to teach her how to shoot his 22 caliber rifle. While doing this he stated he accidentally shot her in the chest. He thought it hit her in the lungs and stated, "she started making gurgling noises, and | did not know exactly how to deal with that, so | shot her again’. The defendant then moved the victims body into the bus, cleaned her body, and changed her clothes, changing her into @ white dress. The defendant then moved the victims body to where it was located by search and rescue. ‘The 22 caliber rifle was located where the defendant stated it would be, in an abandoned residence near the defendants residence. Your affiant, states that based on the above listed information, probable cause exist to find the defendant in violation of F.S.S. 782.04, Murder.
