emissions.

Principal airports are struggling to cope with increased demand.
Large parts of rail network operating at full capacity

Road pricing
Traffic levels are still rising, 12% increase 97-07; some slowing down over past 5
years due to wide range of reasons
Investing in new roads is not the answer
If applying road pricing, have to find a way to make people pay for their actual
cost. Unless the actual system is incredibly sophisticated people on urban roads
will be undercharged and rural roads overcharged.
