duty to bargain collectively. Thus, the order for
certification election in question cannot be sustained.
Disposition. Appealed decision of the CIR is affirmed
insofar as it dismissed the charge of ULP, but reversed
and set aside insofar as it ordered the holding of a
certification election. The petition for cert election
should be dismissed.
