WASHINGTONTheU.S.DepartmentofEnergy(DOE)announcedtodaythatDr.SanjivMalhotrawillbe
thefirstDirectoroftheCleanEnergyInvestmentCenter(CEIC),locatedwithintheOfficeofTechnology
Transitions(OTT).CEICwasestablishedin2015aspartoftheObamaAdministrationsCleanEnergy
InvestmentInitiativetoadvanceprivate,missionorientedinvestmentincleanenergytechnologiesthat
addressthepresentgapinU.S.cleantechinvestment.CEICwillalsohelptoenhancetheavailabilityof
DOEsresourcestoprivatesectorinvestorsandpotentialpartnersinthepublic.
Dr.Malhotrasuniqueexperienceasanaccomplishedscientist,entrepreneur,andbusinessmanwillbe
invaluableasthefirstdirectoroftheCleanEnergyInvestmentCenter,saidEnergySecretaryErnestMoniz.
UnderDr.Malhotrasleadership,thecenterwillplayasignificantandvitalroleintheAdministrationsClean
EnergyInvestmentInitiativeaimedatexpandingprivatesectorinvestmentforinnovativetechnologiesthat
canreducecarbonemissionsandcombatclimatechange.Dr.Malhotrawillfurtherstrengthenan
outstandingcleanenergyfinanceteamatDOE.
AsthecentersfirstDirector,Dr.MalhotrawillberesponsibleforstandinguptheCEIC,whichwillserveasa
singlepointofcontactforinvestorstoaccesstechnicalexperts,acquirethelatestreportsoncleanenergy
technology,andidentifypromisingprojects.HewillalsobeinstrumentalinsupportingMissionInnovation,an
initiativethatwasannouncedattheUnitedNationsClimateChangeConferenceinParistodramatically
acceleratepublicandprivateglobalcleanenergyinnovationtoaddressglobalclimatechange,provide
affordablecleanenergytoconsumers,includinginthedevelopingworld,andcreateadditionalcommercial
opportunitiesincleanenergy.Throughtheinitiative,20countries,includingthetopfivemostpopulous
nations,committedtodoubletheirrespectivecleanenergyresearchanddevelopmentinvestmentoverfive
years.
Dr.Malhotrabringsextensiveleadershipandexperienceinsalesandinternationalbusinessdevelopment,
establishingpublicprivatepartnerships,managinganddirectingengineeringandresearchprogramsat
variousstagesofproductdevelopment,andattractingprivatesectorequityinvestments.
HejoinsthecenteraftermostrecentlyservingasaconsultantwiththeDepartmentsFuelCells
TechnologiesOffice.Previously,from20052014,heservedasthefounder,President,andCEOofOorja
Protonics,agloballeaderinthedesign,development,andmanufacturingofmethanolfuelcells.Duringhis
timeatthecompany,heattractedmorethan$32millionininvestmentsfromprivatesectorequityfirms,and
hebroughtthecompanytoprofitability.
Overthecourseofhisdiversecareer,hehasbeenanadvisoratKleinerPerkinsCaufieldandByers,served
aspartoftheexecutivemanagementteamatDCHTechnologyandHPowerCorp,andworkedasa
researcheratDOEsLawrenceBerkleyNationalLaboratory.
Dr.MalhotraholdsabachelorsdegreeinchemicalengineeringfromtheIndianInstituteofTechnology,and
heholdsamastersdegreeinbusinessadministrationandadoctoraldegreeinchemicalandbiochemical
engineeringfromtheUniversityofIowa.

ProjectsAgencyEnergy(ARPAE).ThesenewprojectsarefundedunderARPAEsOPEN2015program
andcomeinadvanceoftheCOP21U.N.ClimateNegotiationsinParisnextweek.Theannouncementwas
madeatD.C.technologyincubator1776ataneventthatfocusedonleveragingAmericastopinnovatorsto
findtechnologicalsolutionstocombatclimatechange,enhancesecurityandsolvepressingenergy
challengesaroundtheglobe.
Opensolicitationsalsoissuedin2009and2012serveasanopencalltoscientistsandengineersfor
transformationaltechnologiesacrosstheentirescopeofARPAEsenergymission.Throughbothopenand
focusedsolicitations,ARPAEfundsinnovativetechnologiesthatdisplaypromiseforbothtechnicaland
commercialimpact,butaretooearlyforprivatesectorinvestment.TheOPEN2015projectscomefrom21
statesandencompass10technicalcategories,includingtransportation,electricitygenerationanddelivery
andenergyefficiency.
TheARPAEprojectsselectedtodayhighlighthowAmericaningenuitycanspurinnovationandgeneratea
widerangeoftechnologyoptionstoaddressournationsmostpressingenergyissues,saidU.S.Energy
SecretaryErnestMoniz.AswelookbeyondCOP21,theenergytechnologiestheDepartmentofEnergy
investsintodaywillprovidethesolutionsneededtocombatclimatechangeanddevelopagloballowcarbon
economyinthefuture.

The41projectsselectedunderOPEN2015willpursuenovelapproachestoenergyinnovationacrossthe
fullspectrumofenergyapplications,withapproximately36percentoftheprojectsledbyuniversities,39
percentbysmallbusinesses,10percentbylargebusinesses,10percentbynationallabs,and5percentby
nonprofits.

DioxideMaterials,Inc.willdevelopanalkalinewaterelectrolyzerforanimprovedpowertogassystem,
whichisusedtostoreenergyinthehydrogenchemicalbond.Highconductivitymembranesthatcan
functionunderalkalineconditionscouldleadtoa10xlowerelectrolyzerstackcostbecausetheyallow
highercurrentdensitiesandenablesystemsthatdonotrequireplatinumcatalysts.
TheMackinacTechnologyCompany,GrandRapids,MI($2,500,000)RetrofitSystemforSinglePane
Glazing
TheMackinacTechnologyCompanywilldevelopanovel,costeffective,retrofitwindowinsulationsystem
thatwillsignificantlyreduceheatingenergylosses.Thewindowsystemwillutilizeadurableconducting
oxidewindowfilmthatishighlytransparenttovisiblelight(>90percent),butreflectsultravioletand
thermalinfraredenergiestoreduceheatlossinwinter.Thiswindowretrofittechnologycouldsavenearly
onequadofenergyiffullyimplementedacrosstheUnitedStates.

generatespowerfromtidesand/orrivers.Theturbinebladeswillemployactivepitchcontroltoallowfor
thrustgenerationindeployment/retrievalmodeandhigherefficiencyinpowergenerationmode.If
successful,thisprojectcouldreducethecostoftheinstallationprocessinwhichORPCsturbinecouldbe

enablebreederstoselectclimateresilientbioenergycropsthatprovidehigheryields,requirefewerinputs,

reflectnearinfraredwavelengthsbutpassvisiblelight,thusreducingsolarheatgainformostwindows,
therebyreducingbuildingcoolingrequirements.Thepaintablenatureofthistechnologymeansthat
deploymentcanbefaster,lessexpensive,andwidespread.

WindEnergy
TheteamledbytheUniversityofVirginiawilldesigna50Megawatt(MW)windturbinefeaturingdownwind
morphingtoreducebladeloadsandallowultralightsegmentedblades.Theywillalsobuildandfieldtestan
aeroelasticallyscaledversiontodemonstratethisnoveltechnology.The50MWturbinedesigncouldenable
a10xincreaseinpowercomparedtotodayslargestproductionturbines.The200meterlongbladescanbe
fabricatedinfivetosevensegments,andassembledatthepointofuse.Thehurricaneresistantdesigncan
enablelowcost,offshorewindenergyfortheUnitedStates.

Theofficewillworkcloselywiththenationallaboratoriesandengagewithindustrytocommercialize
technologyandstrengthentheglobalcompetitivenessofU.S.industriesbasedonscientificand
technologicalinnovations.
Throughtechnologytransfer,commercialization,anddeploymentactivities,theDepartmentofEnergyhas
madesignificantcontributionstoeconomicgrowthintheUnitedStates,saidEnergySecretaryErnest
Moniz.TheOfficeofTechnologyTransitionswillgivetheDepartmenttheopportunitytoincreasethe
Americanpeoplesreturnoninvestmentinfederallyfundedscienceandenergyresearch.
TheOfficewillserveasaDOEwidefunctionalunitthatcoordinatesthecommercialdevelopmentofDOEs
researchoutputsandwillberesponsibleforthestatutorilycreatedEnergyTechnologyCommercialization
Fund(TCF),anearly$20millionfundthatwillleveragetheR&Dfundingintheappliedenergyprogramsto
pursuehighimpactcommercializationactivities.EstablishedaspartoftheEnergyPolicyActof2005,the
funduses0.9percentofthefundingfortheDepartmentsappliedenergyresearch,development,
demonstration,andcommercialapplicationbudgetforeachfiscalyear.Thiswillprovidematchingfundswith
privatepartnerstopromotepromisingenergytechnologiesforcommercialpurposes.Additionally,thenew
officewillberesponsiblefordeliveringaTechnologyTransferExecutionPlantoCongressandreporting
annuallyontheDepartmentstechnologytransferandpartnershipactivities.
TheDepartmentofEnergyspendsmorethan$10billiononresearchanddevelopmenteachyear,
conductedprimarilyatuniversitiesandFederallaboratories.Thisinvestmentsupportsresearchthatis
creatingthefoundationfordiscoveryandinnovation,enablingthetransitiontoalowcarboneconomy,andis
maintainingAmericannuclearsecurity.
Someoftheseresearchdiscoveriesshowneartermpotentialforcommercialproductsandservices,and
withtheOTT,theDepartmentiscommittedtohelpingtechnologiestransitiontothemarket,basedoncloser
collaborationwithindustryandspecificallyrecognizingthemultiple,interlinkedconnectionsamongdifferent
stagesofresearchanddemonstrationthatareneededtoreachcommercialimpact.
Forexample,workconductedattheDepartmentsnationallaboratorieshasprovidedthescientificand
technicalfoundationformanyenergytechnologiesinthemarkettoday.Sometechnologiesincludesolid
statelighting,vehiclebatteriesandsolarpanels.ResearchinvestmentsmadebytheDepartmentalsohave
ledtobreakthroughtechnologyformanyotherindustries,includingformedicaldevices,manufacturing
processes,waterpurificationanddigitalrecording.
TheOTTwillhelpcoordinatetechnologytransferactivitiescarriedoutatall17DOEnationallaboratories,as
wellasotherDOEresearchandproductionfacilities,toactivelysupportprivatesectorcommercialization
activities.TheseactivitiessupporttheWhiteHousesLabtoMarketinitiative,whichisfocusedon
acceleratingthetransferoffederallyfundedresearchfromthelaboratorytothecommercialmarketplace.As
partofthis,DOEhasdevelopedalistofmorethan200DOEfacilitiesandequipmentaccessibletothe
privatesector.
TheDirectoroftheofficewillserveasthestatutorilycreatedTechnologyTransferCoordinator,andasthe
Secretarysprimaryadvisoronmattersrelatingtotechnologytransferandcommercializationactivities.The
OfficeofTechnologyTransitionswillbehousedwithintheOfficeoftheUnderSecretaryforScienceand
Energy.
