Abstract
In this paper, a estudy about the Planning and management in La Molina and San Isidro’s district are presented.The actual
context of decentralization and the new competence granted by the local governments are presented as the main opportunities
to boost and/or strengthen the process of local financial development. However, these process require to be by the hand of new
approaches that has to incorporate by the local governments in the management of development compromise and the participation
of citizens.In this sense the local development appears like a new way of looking and acting from a determined territory with an
integral approach that is affected by the regional,national and international’s interests from what we called globalization.This way
betting to local development involve to carry aou a process to generate a better life quality and te comfort of the population, equity,
social and culture change, and the rational utilization of the natural sources.The results of these two experiences of planning in
the la Molina and San Isidro’s district bring us to considerate that this is a solid process of learning and continue improvement, to
improve equitably life quality and the generation of an environment of democratic governability, witch starts from the exercise of
citizenship and includes a large social particiaption for the construction of consensus and shared visions for long periods.
