INTRODUCTION
In determining living standards, income and consumption are the most
popular approaches. Income refers to earnings from productive activities and
current transfers. Measuring consumption over a week or month provides an
indication of a households consumption habits over a year because it has a
smooth flow to it in order words it is steady. Income however, tends to vary
widely from week to week or month to month. Consumption data is much
easier to collect than income data, particularly in agricultural communities or
with self-employed persons. Consumption is therefore a better indicator of
living standards.
The consumption pattern of a country depicts the aggregate demand of
goods and services in the country, and in most cases it constitutes about 60
percent of the total GDP of the country. Consumption pattern also depicts the
level of welfare and poverty that a nation is experiencing. This report is based
on the Harmonized Nigeria Living Standard Survey (HNLSS) 2009/2010. The
HNLSS is a combination of the Nigeria Living Standard Survey (NLSS) and the
World Banks Core Welfare Indicator Questionnaire (CWIQ).
The purpose of this report is to portray household consumption types by food
and non-food items at the national, zonal level, and state level, and also the
urban/rural split1.

Note that the rural urban split in this report is based on the latest official published split by the National
Population Commission which is 1991 and accordingly is subject to revision following updates from the
National Population Commission.

The amount of money spent on consumables will be used in the computation


of final household expenditure which is a component of our gross domestic
product (GDP) compilation. The computation of GDP through the expenditure
approach

will

not

be

complete

without

the

household

consumption/expenditure input. It is worth noting that when a country is


experiencing a downturn trend, it implies that the aggregate demand
(consumption) is in decline, poverty incidence is on the increase,
unemployment rate rises, investments fall drastically and prices of goods and
services will most likely rise too. On the other hand, when the aggregate
demand (consumption) is high, firms will invest and be ready to employ idle
resources, prices will fall (due to an increase in the supply of goods and
services) and other economies of scale will be accrued to the nation as a
result of the large size of its aggregate demand.

Consumption Patterns in Nigeria


The consumption pattern of a household is the combination of qualities,
quantities, acts and tendencies characterizing a community or a human
groups use of resources for survival, comfort and enjoyment.2 Of course the
type of food and non-food items consumed, vary from region to region.
Consumption patterns normally contribute greatly to the social and economic
policy of the country. In a developing country like Nigeria, the consumption
pattern is skewed towards food i.e. food accounts for a higher proportion of
the total expenditure, while in developed countries the opposite is the case.

The more developed a society becomes, the less it spends on food and the
more it spends on non-food items.
This report will avail researchers and policy makers the opportunity to test
whether the consumption patterns of a state or zone, correlates with food
items using valid statistical theory. Specifically, this report will open further
examination of consumption /expenditure patterns within the country as it
portrays the level of welfare (poverty).
Consumption patterns differ from one zone to another. Zonal variation exists
at a close examination of a representative state within one zone when
compared with another state within another zone. Specifically, the result of
the HNLSS can be summarized to show that the consumption pattern in Imo
State is representative of the entire South-East Zone. Similarly, Cross River
State consumption pattern is representative of states within the South-South
Zone. These zonal variations can be statistically explained as the states within
each zone having similarities in consumption patterns. There were however
variations where some states do not follow the same pattern and that is not
unusual.

SURVEY METHODOLOGY

2.1

Objectives of the Survey


The Harmonized Living Standard Survey (HNLSS) was part of an effort of the
Federal Government of Nigeria to provide statistical information on welfare
and poverty trends in the country. The survey was designed to collect
information needed to identify and classify target groups and provide basic

welfare indicators for monitoring poverty alleviation programmes. The specific


objectives of the survey are to:

Provide valid and reliable data for the development of effective


intervention and provision of important tools for designing
implementing and monitoring of economic growth and poverty
reduction;

Generate qualitative and quantitative data on poverty and welfare


situations at the federal and state levels;

Collect baseline information on the character and nature of poverty for


monitoring and evaluating impact of poverty reduction programmes;

Identify priority indicators of living standards for households and


household members;

Establish a database on poverty monitoring systems that will be


updated continuously;

Provide a comprehensive analysis for identification and targeting of the


poor by different localities;

Give in-depth enquiry into the structure and distribution of


expenditures of Nigerian households; and

Present and disseminate National Poverty report, giving the highlights


of Statistical findings and results of in-depth analysis, understanding
required to promote a sustainable campaign against poverty at the
National and State Levels.

2.2

Coverage
The survey was a nation-wide activity, covering all 36 States of the Federation
and the Federal Capital Territory (FCT). The HNLSS was divided into Part A
and B. In Part A the welfare approach was adopted, while in Part B it was the
consumption approach. It was designed to investigate both urban and rural
areas (as classified by the National Population Commission) of all the 774
Local Government Areas (LGAs) of the country. The welfare approach

component was conducted in 77,400 households which is an average of one


hundred households per Local Government area. The consumption approach
covered 50 households in each Local Government Area, which means 38,700
households

were

interviewed.

Both

the

welfare

approach

and

the

consumption approach were linked together to produce the Nigeria Poverty


Profile.
2.3

Survey Instruments
The questionnaire development was a joint effort by the National Bureau of
Statistics with support from the World Bank. The survey instruments
comprised of Questionnaire Part A: Household Questionnaire; Part B:
Household Consumption Questionnaire; Prices Questionnaire and Household
Diary Record Booklet; 2 survey manuals; and Occupation and Industry Code
Booklets.

2.4

Data Collection
The NBS enumerators conducted interviews with household members. The
data was collected on a quarterly basis, over a one year period from
November 2009 to October 2010. There were 4 interviewer visits per
household with 7 day intervals for every 30 days. A diary of daily consumption
and expenditure was used to support the interviews and recorded in each
households Diary Record Booklet. Diaries were left with households, with at
least one literate individual to complete. For non-literate households, a literate
living in the same vicinity assisted the non-literate household to complete
their diaries.

DATA ANALYSIS

3.1

Classification of Food and Non-food Items


In developing the consumption pattern report for Nigeria, 162 food items
have been classified into 18 major groups based on the Nigerian food basket.
The table below provides the food and non-food classifications. 151 non-food
items have been classified into 10 major groups. Classifications are provided
in Table 1. A further breakdown of each of the food and non-food
classifications is provided in Annex I and II respectively.

Summary Indicators

3.2.1

National Classification

At the national level, it is clearly shown that the total expenditure on food and
non-food for 2009/2010 is N24, 253, 670, 127, 758.80 (Twenty-four
trillion, two hundred and fifty-three billion, six hundred and seventy million,
one hundred and twenty-seven thousand, seven hundred and fifty-eight
Naira, Eighty Kobo). 64.68% of the total household expenditure in 2009/2010
was spent on food, with the balance of about 35.32% spent on non-food
items. Tubers and plantain were responsible for the largest proportion of
household expenditure representing 14.6 percent of total household
expenditure. This group was followed by rent, vegetables, other cereals and
beans & peas each taking up 12.1, 9.9, 6.7, and 6.2% respectively of the
total household consumption.

Further analysis of food expenditure by households in 2009/2010 reveals that


total cereals (adding maize, rice and other cereals categories) and tubers and
plantain accounted to a combined 46.7% of total household expenditure on
food and 30.2% of total household expenditure. Household expenditure on
non-food items were directed as aforementioned mostly at rent, clothing &
footwear and other services (which includes information technology and
communication equipment as well as things like insurance, domestic help, and
so on), and fuel and light, each representing 34.3%, 13.5%, 12.7% and
12.5% respectively of total non food expenditure and 12.1%, 4.79%, 4.5%
and 4.43% of total household expenditure respectively.

Urban/Rural Classifications

Total expenditure in urban areas in 2009/2010 stood at N10, 621, 489,


661, 829.40, relative to N13, 632, 180, 465, 929.50 in the rural areas.
The higher rate of expenditure in the rural areas as a total relative to the
urban areas is largely due to the fact that this report is constrained by relying
on the latest urban rural classification of the National Population Commission
which was published in 1991 and gives a 30/70 split between urban and rural
areas. It is also however, evident that in line with urbanisation trends that this
split has moves in favour of urban areas and accordingly this ratio will be
updated as soon as more recent estimates are available as official from the
National Population Commission. Furthermore, some areas termed rural in
1991 will be clearly termed urban in 2009/2010 once this split is officially
updated which will also affect the split above.
Against this backdrop and given the constraints to our urban/rural analysis
stated above (see footnote 1), total expenditure on food in urban areas stood
at N5,878,792,876,448.58 in 2009/2010, while in rural areas it was
N9,807,876,166,633.18. While the urban sector spent a higher proportion
on rent, which took up 16.2% of its total expenditure, the rural sector spent
most of its total expenditure, about 16%, on tubers and plantain. In the
urban area for food tubers and plantain and vegetables were the highest
consumables at 23.2% and 17.8% of the total food expenditure. In the rural
sector as said earlier tubers and plantain were the highest expenditures for
food, and also other cereals and vegetables, each consuming 22.2%, 14.3%
and 14% respectively, of the total food expenditure. For non-food

expenditure, rent was the highest expenditure at 36.2% for urban and 31.9%
for the rural areas. Other top non-food items for the urban areas were other
services (which includes information technology, insurance, personal goods)
fuel/light, clothing and footwear, and transport. For rural dwellers, household
goods, clothing and footwear, and fuel/light were the other top items.
It should also be noted that household food consumption covers purchased
food and own food, which is food grown by the household. Own food which
is largely prone to rural areas where food production largely takes place is
added to food expenditure by rural households by calculating the monetary
value of food reportedly produced and consumed by the households. As an
observed theory, people are more likely to eat more food if they grow it than
if they have to go out and buy it. This will also partly account for the higher
amount expended on food by rural areas relative to urban areas.

Zonal Classification

Further disaggregation by the 6 geo-political zones reveals that the SouthWest region recorded the highest overall household expenditure. In the food
category, the North-West had the highest expenditure, consuming 25.1% of
the total food expenditure at the zonal level, while the South-South recorded
the lowest numbers with 12.2% of the total food expenditure. The South
West takes up almost a third of the total non-food consumption for the
nation. The South-West spent 53% more than the South-South, the second
highest in the non-food section, and 225% more than the region with the
lowest expenditure for non-food items, the North-East. This magnitude is
however significantly less when we consider food expenditure. The NorthWest, the highest in food expenditure, was about N3.9 trillion, while the
South-West was about N3.6trillion for food expenditure. The South-South had
the lowest food expenditure with N1.9 trillion.
A further breakdown of each of the zones by food and non-food classifications
can be found on tables 6 to 11 below. Tubers and plantain were the highest
expenditures for all the southern region zones and the North-Central zone for
both food and non-food items. For the North-East zone, vegetable was the
highest expenditure, while in the North-West cereals were the highest.

States Classification

Lagos state recorded the highest consumption expenditure nationwide at


N2,769,809,858,469.78 or 11.4%, followed by Kano (N1,494,644,625,136.15
or 6.1%) and Oyo State (N1,259,348,196,211.02 or 5.2%).

Amongst the

states, Lagos spent the most on food items at a total of N1, 445, 033, 910,
544.72. The average spent on food by all states in 2009/10 was N423, 964,
028, 191.40. For non-food items, Lagos state spent N1, 324, 775, 947,
925. 06, which was again the highest at the state level. Rivers was the
second highest with an expenditure of N508, 503, 563, 001.97, which is
less than half what Lagos state spent on non food items. The average spent
on non-food items by states was N231, 540, 569, 856.14.
Overall, Lagos, Kano, Oyo, Kaduna and Rivers spent the greatest amounts,
each at over 1 trillion Naira, for both food and non-food items. Yobe and
Gombe had the least expenditure numbers on all consumables, each falling
below 300 billion Naira in 2009/2010. The average total amount consumed for
food and non-food items by states was N655, 504, 598, 047.54.
Table 12 gives a breakdown by state. Tables 13, 14 and 15 give state-level
breakdown for food, non-food and both, respectively, from highest to the
lowest. A more disaggregated breakdown for the states, depicting groups, is
provided in Annex 3 of this report.
