Holland School (205 Jalonick). The City of Wichita Fails Planning Division provides staff support for the TIF #3 board which is appointed by the City Council and is charged with implementing redevelopment strategies within the TIF zone. The TIF #3 Board respectfully request that the Wichita Falls Independent School District (WFISD) delay the demolition of Holland School for a period of six months and utilize that time to explore the potential for other uses of the building. Reinvestment Zone #3 (or TIF #3) was established by the City of Wichita Falls Council in ‘September 2009 and encompasses a significant portion of the eastside neighborhood and the area south of downtown (The Barwise-Jalonick and Kemp Addition). The area within the TIF district is diverse and is characterized by a mix of vacant properties, commercial, industrial and residential development along with abandoned structures after the 2007 flood event, The overall intention for the TIF district is to create an attractive mixed use environment that encourages new development and redevelopment. At the most recent TIF #3 Board meeting (April 1, 2016) there was a unanimous consensus that the A-E. Holland School building has not outlived its usefulness. It was regarded as aesthetically pleasing and could potentially be repurposed for senior living, affordable living, or a mixed-use development (e.g. commerciaV/office ground level with residential on the upper floors). The TIF #3 Board believes that if Holland School were placed in an auction it could produce revenue for WFISD as opposed to using resources for a demolition. Additionally, the TIF #3 Board feels that A.E. Holland School is an asset to the neighborhood, TIF #3 district, and the entire community and would like to see the building remain. Again, we respectfully request that the WFISD delay the demolition of A.E. Holland School for a period of six months and explore alternative options.
