Vacaville City Council Meeting 2/9/16
I arrived at the meeting early with a few friends, we entered the building and talked a
little before the meeting began. Exactly at six the entire room immediately went silent it was
honestly surprising to me because there was absolutely no announcement. The roll was taken by
the city clerk. Only three members of the council was in attendance Augustine, Mashburn, and
Hunt. Augustine had the crowd rise for a moment of silence. He then called up Spencer Pheil a
kid from my scout troop who was there for a merit badge, to lead us in the pledge. I was actually
surprised because he has really bad social anxiety.
Then there was a move for approval of agenda. It was approved by simple motion. This
was followed by an approval of minutes. Once again it was passed by simple motion.
Then we moved into presentations. The first was by the water conservation group in
Vacaville. Apparently tis month we did not meet the conservation goal but every other month we
exceeded it. In addition to that this month the governor passed a measure extending restrictions
until October. As soon as he was done a lady from the housing authority stepped up. She
announced that the committee had won an award for providing low income housing. That
marked the end of the presentations.
They then reapproved everything that they approved last week. They opened to the floor
for anyone who wanted to reopen any of the four items again. No one came up, so it was once
again approved by simple motion.

They then said that anyone could come up with business not on the agenda. Then the
crazy dude came up. (I will exaggerate what he said because it was so funny it has morphed in
my head over time) I wish to bring to lite a great evil that has been committed against me and
my property. Six months ago my property from my business was stolen, I called Vacaville PD
and an officer responded. I asked for a copy of the police report, and he said they would not file a
report because there was no evidence of theft. I went to the attorneys investigator afterward to
get help and he said that he didnt know much about computers. I was sent back and forth
between the investigator and others and received no help. I am tired of being treated a nonperson in this city with no rights, and I wont stand for it much longer. They wont let me use my
equipment in my own home, they have destroyed me and my business. I dont know who is
responsible but it is multiple parties, I believe them to be Comcast, AT&T, and the county of
Solano. It would not surprise me if the state or federal government is involved, it is very
sophisticated. They handled this man well and sent him outside to talk with the chief of police.
This man made my day.
They then had the chamber of commerce come and make another presentation this time
about the funding they needed. The council after the presentation directly thanked all of us high
schoolers for coming to the meeting, and apologized if they were being boring. They then
congratulated the chamber of commerce on how well they do their jobs. The budget was then
quickly approved.
After this the City Attorney went through a power point on the options on how to go
about replacing himself. The options were internal interviews, hiring an outside law firm, or
hiring someone to go out and conduct interviews. They decided to internally interview the

assistant attorneys, both with over twenty years of experience. They also asked for an interview
panel to be put together.
This was the last real piece of business, after this they asked for reports they were none.
Then they moved into a closed session.
