DOC was granted an extension in 2006 to complete ETS deployment by September, 2008. The original mandate was
September, 2006. I've attached the DOC request and OGP response letters for your convenience. There were a number

DOC does not have an approved future date.

‘This is thie Department of Commerce’s formal request for an extension to the mandate imposed
by Federal Travel Regulation §301-73.101 for full deployment of an eTravel Service (eT'S) by
September 30, 2006. The Department is cottmitted to the eTravel initiative and intends to fully
deploy eTS by January 21, 2009. Enclosed for your reviews is the master project schedule,
showing the commencement of preparations on March 1, 2007, and all major activities through
‘the projected completion date in January 2009.
Background
‘The Department of Commerce is an avid supporter of the many benefits that the eTravel program
can generate. The cost savings alone are extremely advantageous under current budget,
constraints. The Department recognizes that its current method of processing travel is
cumbersome and inefficient. An eTS system would provide better control with centralized
reporting capabilities for monitoring travel, in addition to timely information for strategic
planning. However, several business considerations prevent the Department from deploying eTS
at this time,
Current Status
‘The Department of Commerce does not currently have a task order with the eT'S vendor, EDS, at
this time, Commerce has not obtained any equipment, infrastructure, system or user training, or
‘transferred any data from any legacy system to the vendor's system. To date, the Department
has formulated a preliminary cost/benefit analysis, determined major milestones, collected data
from the Department's bureaus, and participated in change manageinent processes of the Project
‘Change Control Board (PCCB), Executive Change Control Board (ECCB) and eTS user groups.
‘Business Drivers for Deployment Extension
‘There are several obstacles to full deployment within the Department at this time, The
Department's eTS Project Manager recently left the Department. The new Project Manager,
who only joined this office a short time ago, needs time to assess the Department's current,
circumstances in regard to eTravel before putting plans into effect. The eTS vendor’s plan for
integration with Commerce Business Systems (CBS), which is the Departments financial
‘management system, still remains an open issue.
