REVIEW AND ANALYSIS OF THE BUDGET PROPOSAL PRESENTED BY MR. DITRIO, MR. MELLION, AND DR. MOORE AT THE MAY 4, 2010 BOE MEETING ‘The Finance Department conducted an extensive review of the 7 page document that was presented at the May 4 Board of Education meeting. The Finance Department met with Mr. Ditrio May 5 and May 6 to gain clarification on the proposal. The following are the findings. ‘The plan is divided into 2 sections: Section A: Pages 2 and 3 include most of the items that were presented in the Superintendent’s Budget. Reconciliation plan less the high school and middle school staff reductions, Section B: Page 4 list 11 items of “Other Possible Reductions” and 1 item of reinstatement for the In- School Suspension Program. Of the 11 suggested reductions all had been part of the Superintendent's overall reconciliation plan in different stages with some variations in dollar amounts. Five items have been double counted in both sections A and B. FINDINGS: ‘+ Page 4: The items that were double counted in the plan are as follows: 1. Staff tumover -$675,000 2. School Lunch Program —_-$240,000 3. Bus Bid(Transportation) — -$40,000 4. Modular Classrooms -199,000 5. Sp.Ed. Adm. Extra Time —-39,663 TOTAL of the double counted items: $1,193,663 © Page 5 should read as corrected: “Preliminary Summary of Reductions” Total reductions from Central Office $2,479,213 (Section A Revised) Total reductions from Level 1 $1,026,972 (Section B Revised) Total ‘$3,506,185 Remaining to be reduced per the presented plan: $1,583,630 ‘* Page 7: Because of this miscalculation and double counting it cannot be said that the “NASA. savings should bring us close to the $5.1 million needed.” ‘The statement that the “...solution restores the high school and middle school teachers, the assistant principals, AT and strings, along with any other school based cuttings...” is not accurate, We will continue to work collaboratively to address a budget reconciliation that would minimize an impact on classroom instruction.
