Reader did knowingly and willfully misuse his County Law Enforcement vehicle for his political campaign and his Auxiliary Deputy Steve Fields personal use in violation of Ohio Law, Revised Code Sections 307.(42)(43) and supported by Ohio Attorney Generals Opinion 2006-048 County Sheriff's and Deputy Sheriffs are prohibited from using county law enforcement vehicles to run personal errands, or otherwise using county vehicles for their personal use and benefit. Sheriff Charles Reader knowingly allowed one of his volunteer Auxitiary Deputies Sheriff Steve Fields to use law enforcement vehicle unit 6654 for personal use and profit while working as a paid Security Officer for Longs Retreat Resort 50 Bell Hollow Road Latham, Ohio 45646. 1) Ohio Revised Code Section: 307.42 Use Of Vehicle To Be Regulated, Motor vehicles purchased ot Teased as provided by section 307.41 of the Revised Code shall be for the use of the county commissioners or other county officials, their use to be subject to the regulations of the board of county commissioners. Vehicles shall be used by the officials, deputies, and employees in licu of hiring vehicles unless the county vehicles are not available for such use. When vehicles are so purchased or leased, the board may purchase or lease supplies as are necessary. All vehicles shall be plainly and conspicuously lettered as the property of the county. No official or emplovee shall use or permit the use of any vehicle or any supplies for it, except in the transaction of public business or work of the county. [ Public records request submitted 04/28/2016 reflected no contract between County Commissioners or Sheriff Charles Reader to provide Police Service to Longs Retreat. ] 2) Ohio Revised Code Section: 307.43 Use Of County Vehicle Except For Official Business Prohibited, No person shall use or drive any automobile, motorcycle, or other conveyance owned, hired, or leased by the board of county commissioners for the use of any county official or employee, for any purpose other than the transaction of official business or in a ridesharing arrangement established in accordance with section 1551.25 of the Revised Code, Official Complaint On April 28, 2016 a Public records request was filed with the Pike County Commissioners for inventory records filed by the Pike County Sheriff for the fiscal years 2015 and 2016. On May 03, 2016 I was informed by the Pike Commissioners Clerk that the pike County Sheriff has failed to submit any inventory reports for the fiscal years 2015 and 2016. This is violation of O.R.C. 305.18 Annual Inventory which requires the Sheriff to file the second Monday of each year. This is the only way to determine how the Sheriff is spending the tax payers money for resources to operate his office. [ Public records request submitted 04/28/2016 reflected no annual inventory report submitted by the Pike County Sheriff's Office ] 1) Ohio Revised Code Section: 305.18 Annual Inventory, Each county officer or department head shall make an inventory, on the second Monday in January of cach year, of all the materials, machinery, tools, and other county supplies under the jurisdiction of such county officer or department head, Such inventory shall be a Public Record made in duplicate, and one copy shall be filed with the clerk of the board of county commissioners and one copy with the county auditor. [ Public records request 04/28/2016 reflect that no inventory was submitted by the Pike County Sheriff's Office for the fiscal years 2015 Or 2016, Offic: complaint On April 7, 2016 at approximately 6:00 p.m., Pike County Sheriff Charles Reader drove his county law enforcement vehicle to the annual Democrat fundraiser dinner at the Pike County Vocational School. While at the Democrat Dinner he used his county law enforcement vehicle to make a Political Facebook Ad with Jerry Springer behind the wheel of the county law enforcement vehicle and Jerry promised "if you Vote for me in November". This clearly demonstrates he used his county law enforcement vehicle to benefit his campaign for Pike County Sheriff. This is in direct violation of Ohio Revise Code Sections 307.42, 307.43 and is supported in Ohio Attomey Generals Opinion 2006-048 which states that Sheriff's are prohibited from using county law enforcement vehicles for errands, personal use and benefits. SNM a paid Security Officer of Longs Resort. This is in violation of Ohio Revised Code 307.42 and supported by Attomey Generals Opinion 2006-048. The following photographs supported by Security Surveillance videos show the law enforcement vehicle being used to patrol Longs Resort. All photos and videos are dated and time stamped. Longs Resort has their own marked Security Vehicle, however allows their Security Officers to drive their personal vehicle, [NINN is the only known Pike County Auxiliary Deputy Sheriff working Longs Resort at this time. Security Officer works 10:00 P.M. to 4:00 A.M., Sunday through Friday weekly, which averages 30 hours a week paid by Longs Retreat. Pike County law enforcement vehicle 6654 is maintained and parked on Longs Retreat parking lot as photos reflect. 307.42 Use of vehicles to be regulated.
