The Commission on Higher Education — National Capital Region Office (CHED-
NCRO) hereby endorses the conduct of NCR Schools, Universities and Colleges
‘Security and Safety Coordinating Conference of the Management Association of Security
and School Officials (MASSO) to be held on May 16-17, 2016 at the Multi-Purpose Hall
of the Philippine State College of Aeronautics (PhilSCA), Villamor Campus, Pasay City.

1-BACKGROUND
‘The Management Association of Security and School Officials (MASSO) of the
Philippines, known before as the Metro May n of Security Officers,
established through then Ministry of Education, Culture and \Sports (MECS) Order No.
13, s. 1973 issued by then MECS Minister of Education, Hon. Juan Manuel, encouraging
all schools, universities and colleges to establish their respective campus security units to
protect the students, members of the faculty and staff and the properties of the educational
institutions due to the turmoil and campus unrest confronting the academe at that time.
MASSO became a national organization upon the suggestion of then CHED Commissioner
SaturninoOcampu Jr. who was the MASSO Guest of Honor and Speaker during the Pearl
Anniversary and Awarding Ceremonies for Officials in the Academe and the Law
Enforcement Units who are supportive to the cause of campus peace and security. Thus, it

of School Security and Safety. The expansion of the membership in MASSO were
suggested by other officials of schools, colleges and universities because campus security
and safety will just be an exercise in futility if the top management of educational
institutions are not aware of their obligations and accountal for the safety and
security of their own students, personnel and properties.
Ever since MASSO was established in 1974 up to the present, it has always been a
partner of DEP-ED and CHED in advocating peaceful and security campuses, conducive
for the teaching-learning process of the members of the academe. Thus, every opening of
classes. MASSO in cooperation with CHED-NCR Directors Dr. Amelia Biglete and Dr.
Catherine Castaneda and now with Director LeonidaCalagui gad always spearheaded the
Security Coordinating Conference for the Opening of Classes to protect the students from
being held-up, snatched or jical intentions. The schools
security coordinating conference, likewise, familiarizes the law enforcement agencies with
the heads of schools, universitiies and colleges as well as the school heads are also apprised
of the security measures to be implemented during the OPLAN BUKAS PAARALAN,
which title of the OPLAN also changes every year, but the concept of operation remains the
same, that is for the protection of the academic community.
For this opening of classes for AY 2016-2017, the security coordinating conference
for the NCR Schools, Universities and Colleges will again spearhead the security
coordinating conference on May 16-17, 2016 at the Conference Hall of the Philippine State
College of Aeronautics (PhilSCA), Villamor Campus, Pasay City.

PROFILE OF THE SPEAKERS FOR THE MASSO SCHOOLS
SECURITYCOORDINATING CONFERENCE
1.PCSUPT EUSEBIO ADAMERO MEJOS, PNP, District Director, SPD
He is a graduate of the Philippine Military Academy (PMA) and a be-medaled PNP
Officer. The rank of Police Chief Superintendent (P/CSUPT) is equivalent to Brigadier
General in the Armed Forces of the Philippines. He will discuss the PNP Security
Preparations for the Opening of Classes for AY 2015-2016.
2, ASST. DIRECTOR CAROL GUERRERO, CESO III, National Intelligence Coordina-
ting Agency, Malacanan. She iy a seasoned Intelligence Analyst and Researcher. She
rose from the ranks and had been assigned not only in the field, domestically, but also
‘for foreign assignments. She will discuss the “Updates on the Threats to National
‘Security in Relation to Campus Security”.
3. F/CLBONIFACIO CARTA, Senior Tactical Officer and Concurrent Chief, of Applied
Training Section, Philippine National Police Academy (PNPA), the equivalent of the
Philippine Military Academy (PMA) for the Armed Forces of the Philippines. He is a
PNPA Graduate Batch 2001 and upon graduation was assigned to critical positions in
the Department of Interior and Local Governments (DILG), Operations Officer of the
BEP attached to the Presidential Security Group, until he became the Fire Chief of the
BFP in Tondo, Manila and concurrent Intelligence and Operations Officer of BFP
National Capital Region and member of the Command Group for the security of the
recently concluded APEC in the Philippines and now assigned as the Senior Tactical
Officer and concurrent Chief of Applied Training Section of the Philippine National
Police Academy (PNPA). He will discuss the “Fire Defense for Schools and
Dormitories” as an input for the School and Dormitories Safety and Security Plan that
the participants will prepare as an output of this conference.
4. P/SSUPT GILBERT CRUZ, Directorate for Police Community Relations Services,
PNP, Camp Crame, Quezon City. He is @ graduate of the Philippine Military
Academy (PMA). He served as Spokesman and Community Relations Officer of the
Eastern Police District; and as Regional Director of the PNP Region 4-A; as Deputy
District Director of the Manila Police District until his recent assignment as the
Directorate of the Community Relations of the entire PNP in Camp Crame, He had
heen a member of the MASSO Board of Directors for almost a decade already and is
familiar with the linkage with the educational institutions and the law enforcement
agencies, like the Police. He will discuss the School Community and PNP Cooperation
for Campus Security and Safety.”
5, UNDERSECRETARY-EXECUTIVE DIRECTOR JOSE MARLOWE S. PEDREGOSA,
Dangerous Drugs Board (DDB). He had been with the DDB as a member of the DDB
Speakers Bureau until he became a Director and now the Executive Director of DDB with the
rank of Undersecretary. He will discuss one of the critical issues of today, the DRUG
MENACE, The topic assigned to him is about “Substance Abuse Prevention in Schools” for
researches in the DDB revealed that even grade schoolers are now indulged in substance
abuse.
6.BGEN RAMON G SANTOS AFP (RET)
He is a bemedalled officer of the Armed Forces of the Philippines where he served
as plantoon leader, to company commander, to Commanding Office of the Intelligence
Service of the Armed Forces of the Philippines and Brigade Commander. After his
retirement from the AFP he joined the Office of Civil Defense and the National Disaster
Risk Reduction Management Council. He is now the Representative of the Chairperson of
the Senate Committee on Education in several State Universities and Colleges. He wi
discuss the “Synergy of Schools in NCR in Times of Emergency/.

7. COL NELSON V ELEAZARD (RET) PA
He served in the Armed Forces of the Philippines in different capacities, such as
ROTC Commandant of Schools, Logistics Officer of the Scout Ranger, Commanding
Officer of Cavite Community Defense Center, 4RCDG, ARESCOM. After his retirement,
he served as the Security Consultant of the Laguna Polytechnic State University and is
currently a Member of the Board of Directors of MASSO. He will discuss both, “Handling
Bomb Threats in Schools” and “Physical Faci
8. COL SAMSON M TOCINO (GSC) PAR)
He served in various capacity in the AFP Reserve Force as Platoon Leader,
Company Commander, Brigade Commander and Division Commander of the 41" (SR)
Division, Camp Eldrige, Laguna, He served as Commandant of Xavier School and
Security Consultant of Immaculate Conception Academy (ICA) both in Greenhills. He is
one of the original organizers of the then Metro Manila Association of Security Officers
(MASSO), now the Management Association of Security and School Officials (MASSO.
Phitippines). He is currently the President of MASSO Philippines and will discuss the
“School Bus Transport Security and Personal Safety.”
8, DR. BERNARD R RAMIREZ,
He is currently the President of the Philippine State College of Aeronautics
(PhiISCA) and the PASUC President for the National Capital Region. He served in
various capacity in the intelligence and AFP Reserve Force as Intelligence Officer,
Battalion Commander 1* (ILS) Ready Reserve Battalion and G-2 of the 41% (SR) Infantry
ion. He joined the MASSO Philippines in 2002 and was the newly elected MASSO
President when CHED Commissioner Ocampo suggested for the conversion of MASSO to
become the Management Association of Security and School Officials in the Philippines,
thus becoming a national organization. He now on his second erm as the elected Chairman
of the MASSO Board of Directors. He will discuss “Schools Security Education Program”
an input to the preparation of the participants’ individual “Schools Security and Safety
Programs for the Year.”
