    Manypeopleareconcernedthatwelfareisbeingspentonillicitdrugs.Wheninfactstudies
    showthatlessthan3%ofthepopulationonwelfarehaddoneanillicitdruginthepastmonthof
    thedistributionoftesting.
    Thelegislativeresolutionthegovernmentisproposingharmsnotonlythoseonwelfare,
    buttherespectablepeoplewhopaytheirtaxesannually.Thepropositionofdrugtestingpeople
    receivingwelfarebeforecollectingtheirbenefitsalonetakesabout$.49moreoutofeverytax
    payerspaycheck.Thismaynotseemlikealotbutoverall,that'sabout$25.62everyyear.The
    USgovernmentwillbespendingabout$4,604,502,000drugtestingpeoplereceivingbenefits,
    thiscostisnotincludingtheamountitwouldtaketodistributethesetests.Witharecentstudyin
    Tennesseeshowingevery1in800peoplewerefoundpositiveforanillicitdrugintheirsystem,
    theamountofmoneywewouldbewastingfromnegativeresultswouldbearound
    $4,572,277,500.Thismassamountofmoneythegovernmentisdecidingtothrowawayin
    negativetestscanbespentonbettereducations,decreasingstudentdebt,andeven
    scholarships.ThisresolutionhasyettospecifyifwelfaredrugtestingincludesthoseonSDI,
    StateDisabilityInsurance.WhereasiftheresolutionexcludesbothSDIandSSI,SocialSecurity
    Insurance,thefederalgovernmentwouldbeoversteppingtheSupremacyLaws.Ofwhich
    indicatethatwelfarebenefits,whichareprovidedbythestate,arenotamatterofFederallaws,
    thusmakingitunnecessaryfortheFederalGovernmenttogetinvolvedunlessthestaterulings
    areconsideredunconstitutional.Meaningifthestatesareinsideoftheconstitution,theFederal
    Governmenthasnoplacetodrugtestthestateswelfarerecipients.Theonlyexceptiontothis
    law,however,aredrugtestingthosereceivingthesebenefitsonSDIandSSI.Whichare
    providedbytheFederalGovernment,thereforenotexceedingSupremacyLaws.
    Whencuttingoffapotentialaddictsonlymeansofmoneyandsurvival,welfare,youare
    puttingthosepeopleinveryseriousdanger.Withdrawalsymptomsfromharddrugs,suchas
    cocainecrack,heroin,andLCDs,canbeassevereasdeath.Strokes,causingbraindamage,
    aswellasheartfailure,causingallorganstoshutdown.Thisresolutionisproposingtoput
    millionsofpeopleatextremeriskratherthananalternativeofhelpingthepeoplewhoneed
    help.Inconclusion,theFederalGovernmentshouldnotbeinanyplaceproposinga
    standardizeddrugtestingofallwelfarerecipients.Bycuttingthepeoplewithnegativetestsoff,
    youareputtingyourownpeopleatriskofdeath.
