The study is titled "EMPLOYEES WORK MOTIVATION IN THE
FRAMEWORK OF IMPROVING PERFORMANCE IN THE DISTRICT OF KEFAMENANU CITY IN NORTH CENTRAL TIMOR REGENCY OF EAST NUSA TENGGARA PROVINCE." This research is motivated by a lack of understanding and responsibility of employees in the performance of its duties, working facilities were minimal and less conducive working environment which led to low employee motivation to work so the impact on performance because it does not achieve optimal results. The purpose of this study was to determine the motivation of employees in improving employee performance, motivation inhibiting factors and the efforts made in order to increase employee motivation to work in the District of Kefamenanu City in North Central Timor Regency of East Nusa Tenggara Province. The method used in this research is descriptive method with an inductive approach. Data sources used were a person, place, and paper. While the techniques of data collection through library research and field studies in the form of observation, interviews and documentation. The results are analysis with data reduction techniques, data presentation and verification of data and draw conclusions. Based on research conducted at the District Office of the Kefamenanu City obtained results that the motivation of employees in order to improve the performance of employees in the District of Kefamenanu City is good enough. This is evident from the good attitude to work of officials and put the service importance and conducive situation of work. The limiting factor is based on the degree of dominance as follows 1) The low work discipline, 2) availability of facilities and infrastructure and office facilities are limited; 3) Lack of willingness of officials to improve the quality of work; 4) Limitations of District operational budget; and 5) Culture community and work environment. Efforts made include 1) provision of socialization and strict sanctions, 2) Increased employment of adequate facilities, 3) Development of resource quality district officials, 4) are mature about Financial Planning in the financing of the district operational budget is based on the District / City ; and 5) change the mindset of employees to further improve its performance. The suggestions can be submitted by the authors is the need for early prevention policy related to employee work motivation inhibiting factors as well as wages / salaries in accordance with his performance.
