1.0

SCOPE

1.1

This specification and applicable portions of the referenced specifications, together with
the data sheets, drawings, and standards, cover the minimum requirements for the
design, materials, fabrication, and inspection for waste heat recovery units (WHRU) for
GT Exhaust and Thermal Oxidizer Exhaust gases.
Any omissions from this specification and specifications listed in the parent material
requisition do not relieve the Vendor of his responsibility to provide WHRU based on
sound engineering practice and manufacturing methods, with safe and sound
operational/control characteristics.

1.2

The equipment shall be designed in accordance with the project specifications. In


following the project specifications, should any area be in conflict with the requirements
of National standards, these conflicts will be highlighted to the Buyer for resolution.

2.0

CODES AND STANDARDS

2.1

All codes and standards referenced in the project specifications attached to the parent
material requisition and the following specification shall apply to the design, fabrication
and testing of waste heat recovery systems.

2.2

Vendor shall be responsible for determining and complying with the design and
certification to meet the requirements of the applicable National Codes, acts or
regulations applicable to systems. In case of conflict, the more stringent requirement
shall apply. The codes and standards shall include all addenda, supplements or
revisions in effect at the time of quotation.

3.0

DESIGN AND FABRICATION

3.1

The Vendor shall be responsible for the complete design, fabrication, and performance
of the complete system. The Vendor shall furnish WHRU in accordance with this
specification and all specifications attached to the parent material requisition.

3.2

System shall be designed not to exceed the maximum noise level requirements at
design loads as specified on the data sheets and/or specifications attached to the
parent material requisition.

3.3

The Vendors scope of supply shall include the design, materials, equipment and shop
fabrication, including inspection, quality control, and non-destructive testing for the
complete WHRU. The design shall assure the safe operation and ready access for
maintenance of all equipment and instrumentation.

3.4

The heat transfer modules shall be designed for uniform heat distribution. Multi-pass
heater shall be designed for hydraulic symmetry of all passes.

3.5

All tubes shall be seamless. Tubes shall not be circumferentially welded to obtain the
required tube length, unless approved by the purchaser, in which case the location of
welds shall be agreed by the purchaser.

3.6

The Vendor shall furnish all stairways, ladders and platforms to access all instruments
and to service dampers and expansion joint(s).

3.7

All associated structure and equipment shall be shop fabricated to the maximum extent
possible, consistent with shipping limitations.

3.8

Coil Design

3.8.1 The coil tube diameter shall be selected by the Vendor to ensure that maximum
specified allowable pressure drop and inside film temperature are not exceeded under
all specified operating conditions.
3.8.2 Inlet manifold design shall ensure even flow distribution to all passes. Inlet and
outlet manifolds shall not be installed in the exhaust gas stream.
3.8.3 Computation Fluid Dynamics (CFD) analysis shall be performed, for all specified
operating conditions, of the turbine exhaust gas flow from the Gas Turbine (GT)
outlet flange to the waste heat recovery system coil outlet to ensure even exhaust
gas through the heat recovery bundle. The results of the CFD analysis shall be
submitted for the Buyers review.
3.8.4 Thermal expansion shall take into consideration of all specified operating
conditions.
3.8.5 Unless otherwise specified on the equipment data sheets the following minimum
corrosion allowance for tubes, headers and manifolds shall be used:

3.8.6 A temperature allowance of 25F (15C) shall be added to the calculated maximum
tube metal temperature in determining the tube wall thickness.
3.8.7 The tube attachment to the manifolds for oil service shall be of bolted construction
in order to facilitate tube pigging, if needed.
3.8.8 Tubes shall be supported with tube supports spaced at a maximum of 35 times the
tube diameter with a minimum of 1 (25 mm) wide fin bearing surface. The design
temperature for tube supports and guides exposed to flue gas shall be the
temperature of the flue gas in contact with the tube support plus 100F (55C). Also
the maximum flue gas temperature gradient across a single intermediate tube
support shall be 400F (222C). Tube support material shall be carbon steel A 283
Gr C to 800F (425C) and A387Gr5 Class1 to 1200F (650C). Other materials
and alternate specifications shall be subjected to the approval of the purchaser.
3.8.9 A 1 (25 mm) flange with blind shall be furnished in the inlet and outlet manifolds for
venting and draining.
3.9

Casing, Ducting and Stack

3.9.1 Unless otherwise specified on the equipment data sheet the minimum heat
recovery module casing plate, outlet breeching and inlet gas turbine exhaust duct
plate thickness shall be 3/16 (5 mm) with no corrosion allowance. Casing plate,
breeching and exhaust duct shall be reinforced against warping with all stiffeners
sealed welded on both sides.
3.9.2 Vendor shall be responsible for the structural support of all ducting and not
exceeding the gas turbine manufacturers maximum allowable expansion at the GT
outlet expansion joint. An allowance of 100F (55C) over the calculated casing
plate temperature shall be utilized when calculating all casing and duct expansions.
When the calculated ducting expansion exceeds the GT manufacturers allowable
then the Vendor shall provide an additional expansion joint.
3.9.3 Vendor shall provide flexible seals for all tube and header penetrations through the
heat recovery module casing.
3.9.4 The heat recovery module casing and the flue gas ducting should have a design
pressure based on the maximum operating pressure but not less than 20 inches of
water column (5 k Pa).

3.9.5 Stacks shall be bolted to their supporting structure/base plate.


3.9.6 The design metal temperature of the stack shall be the calculated metal
temperature plus 100F (55C) on the maximum expected temperature under all
operating conditions. Stacks shall be designed for all applicable load conditions
expected during shipment, erection and operation. Anti-vibration devices, when
determined necessary by the Vendor shall be provide.
3.9.7 The minimum stack plate thickness shall be (6.0 mm) including a 1/8 (3.0 mm)
corrosion allowance unless otherwise other wise stated on the equipment data
sheet.
3.9.8 Stacks shall be of welded construction and all shop welds shall be full penetration
butt welds. All external attachments to stacks shall be seal welded. When the
stack is shipped to the site in more than one section a properly designed bolted
flange joint shall be provided. Stud bolt material shall be A 193 B7 with A 194 2H
nuts, double nuts shall be provided.
3.9.9 Stacks shall be furnished with 6 (150 mm) Class 150 RF flange with blind sample
ports. The number of sample ports and location must meet the requirements of the
local jurisdiction.
3.10

Internal Lining

3.10.1 Unless otherwise specified on the equipment data sheets, the gas turbine exhaust
duct, waste heat recovery, breeching, stacks and bypass stack (if furnished), shall
be internally insulated with ceramic fiber lining covered with alloy hot face liner. The
ceramic fiber shall be multi layer construction. The hot face layer shall be a
minimum of 1 (25 mm) thick 8 lb/ft 3 (128 kg/m3) density needled material. Backup
layer(s) shall be needled material with a minimum density of 6 lb/ft3 (96 kg/m3).
3.10.2 The hot face liner shall be a minimum of 11 GA SS Tp 409 plates with a maximum
dimension of 1m square, and individual plates shall be overlapped a minimum of 2
(50 mm). Liner plates shall be held in place with minimum 3/8 (10 mm) SS Tp
304L anchor studs with SS Tp 304L oversize washers. Studs will be spaced on a
maximum of 10 (254 mm) centers Stud contact areas shall be wire brushed or the
entire surface maybe brush blasted to remove all rust and mill scale. Anchors are
to be installed before the application of the protective coating.

3.11

Ladders and Platforms

3.11.1 A 3 ft (900 mm) clear width platform shall be provided at:


Stack sample connections for each stack
Waste Heat recovery Unit - inlet and exit exhaust gas thermocouples
Waste Heat recovery Unit - access/inspection doors
Stack access door
Access to all platforms shall be by ladders.
3.12

Doors

3.12.1 A 18x24 (450 mm x 600 mm) access/inspection doors shall be furnished at the
inlet to the waste heat recovery units. Also provide maintenance access doors for
dampers.
3.12.2 A minimum of 24 (600 mm) square stack access door shall be furnished for each
stack.
3.13

Instruments and Controls

3.13.1 Exhaust gas thermocouples with temperature transmitters shall be furnished and
installed at the following locations for WHRU:
Two (2) at the heat recovery module inlet
Two (2) at the heat recovery module outlet
Two (2) in between services when more than one service is provided in the heat
recovery module
3.13.2 Exhaust gas pressure transmitters shall be furnished and installed at the following
locations for WHRU:
Two (2) immediately downstream of the exhaust gas interface Two (2) at the heat
recovery module inlet
Two (2) in between services when more than one service is provided in the heat
recovery
3.13.3 When a bypass stack is furnished tight shut-off louver type dampers shall be installed at
the inlet to the bypass stack and the heat recovery module.
Instrument Nozzle connections shall be provided as follows:
Four (4) EPA connection nozzles for each stack

3.14

Dampers

3.14.1 The louver dampers shall be capable of tight shut-off and the Vendor is responsible to
provide all equipment, piping, controls and valves necessary to provide the tight shutoff.
The shaft, blade and seals shall be of robust construction; specifically the design of the
shaft and blade shall be aimed at the prevention of vibration or fluttering at any blade
position under any operating conditions. The damper shaft shall extend through the
damper housing to external self-aligning non lubricated bearings. The design shall
ensure that the bearing area is adequately cooled to within 100F (55C) of ambient
temperature. Shafts shall be marked to indicate the blade position. Dampers shall be
provided with mechanism to provide manual operation. Dampers shall also be provided
with an external mechanical lock facility for both open and closed positions.
3.14.2 Each louver damper shall be furnished with two (2) open / closed limit switches.
Damper shall be provided with pneumatic actuator. The actuator will be sized to open /
close the damper in approximately 10 seconds.
3.14.3 For GT Exhaust, an isolation blade type damper shall be provided downstream of the
louver damper and upstream of the waste heat recovery module to provide 100 percent
isolation of the heat recovery module. If expansion joint is required, then provide the
isolation blade damper upstream of the expansion joint. The Vendor shall supply all
materials required to install and remove the damper without disturbing the adjacent duct
work. The isolation blade shall be designed for 20 InchWC pressure and be furnished
with 1/8 (3 mm) corrosion allowance.
3.14.4 The Purge cycle shall initially start to purge the Waste Heat Recovery Unit. The purge
cycle shall gradually transit to purge the By-pass stack, with the damper operation. The
Start-up of the GT shall be through the By-pass stack only.
3.15

Expansion Joints
Expansion joints shall be of the bellows type, gas tight and of a make approved by the
Buyer. Joint shall be of high temperature fabric, multi layered and reinforced with
stainless steel wire. The fabric shall be protected by insulation and metal sleeves
External protection shall be by stainless steel wire mesh and a ventilated rain shield.
The expansion joint shall be designed for continuous operation under the most severe
operating conditions. The joint design shall permit expansion and contractions without
leaving voids between the internal liner and bolster, outer fabric or duct casing.

3.16

Foundation Loads

3.16.1 The Vendor shall supply loads for foundation design (by others) for the all loading
conditions to include:
Erection
Operation
Wind
Seismic
3.16.2 The Vendor shall provide anchor bolt sizes and layout. The Buyer shall provide all
foundations and anchor bolts.
4.0

SHIPMENT

4.1

All equipment shall be clear of debris, thoroughly clean inside and outside, and free of
any dirt or foreign matter before preparation for shipment.
